The Office of Management and Enterprise Services Outreach team is excited to announce a state employee newsletter coming soon!
The state employee newsletter is intended for all state employees, including relevant information about OMES services, important statewide announcements and resources for all employees to take advantage of.
Going forward, you may notice some usual HCM Newsletter content shifting to the new newsletter. The HCM Newsletter will remain focused on delivering relevant HCM news to agency and HR leaders across the state.
New director of Benefits Operations
I am excited to announce that HCM has selected a new director of Benefits Operations! Mechele Berry has joined the team effective April 29.
In this role, Mechele will be responsible for developing and executing the strategy for delivering a high-impact, customer-centric experience while ensuring the effective administration of benefits activities for the State of Oklahoma. She will lead the Employee Benefits Department that provides operational oversight of group benefits programs such as health, dental, vision, life and disability insurance, flexible spending accounts, wellness programs and retirement plans.
Mechele joins us from Variety Care where she served as benefits and compensation administrator. Prior to her time at Variety Care, Mechele worked for Oklahoma City Public Schools for four years where she served as benefits administrator.

OMES is rolling out a new integration to help streamline your day! Starting June 4, you'll be able to complete many Workday@OK tasks within Microsoft Teams, such as:
- Request time off.
- View payslip or check available leave balances.
- Approve time-off requests and view team schedules (supervisors).
Please note: This integration is not available to agencies using their own Teams tenant. Additionally, for tasks such as entering or approving weekly timesheets, the application will redirect to Workday@OK to complete.
All employees are encouraged to use the guide below to set up the new integration and take advantage of the convenience. However, traditional options will still be available within Workday@OK.

People managers can now update employee work phone numbers
People leaders statewide are now able to update their employees' work phone numbers. This access gives leaders additional actions on their employees without the need to send the request to their agency HR team.
A quick reference guide is posted on the OMES Workday@OK webpage within the Manager/Director Training Materials section.

State Internship Program updates
HCM has established the job profile E28A, state intern, for qualifying students to use when applying for participation in the State Internship Program. The state intern, E28A, job profile will only be used on the State Internship Program posting. Any other internship posting will need to use the job profile that is applicable to the work to be done. As an example, job code H23A would be used for an intern hired to work as a child welfare specialist. The employee type will be intern.
Applicants seeking a state internship can apply to JR5281 for eligibility on the external site. HCM will screen candidates that apply to JR5281 and work with the applicants to attain program eligibility. Once eligible, internship candidates will be added to the eligible intern list.
State agencies may request the list of eligible applicants by emailing intern@omes.ok.gov. If there is a listed intern candidate of interest, HCM will share the intern candidate’s profile within Workday@OK upon request.
State agencies may appoint interns from the list of eligible State Internship Program candidates, or they may post a specific internship opportunity and select any applicant who meets the internship program requirements. Agencies that select an eligible candidate from the eligible candidate list require an approved job requisition number to link the intern from evergreen JR5281. Please note that only interns that accept an internship position will be linked to a job requisition.
An internship can be terminated by the agency, the intern or the HCM administrator at any time without notice. A separation from the State Internship Program should be processed according to the existing separation/termination processes.

Workday@OK veteran interviews
HCM has implemented a measure within Workday@OK recruiting that will prevent candidates from being moved to the Offer or Ready for Hire stages until all veterans requiring interviews are moved into or past the interview stage.
Recruiters and/or hiring managers could notice limited options past the interview stage. If this happens, please look back at the candidate grid for veterans requiring interviews (they will have a green flag in the Veteran – Interview Required column of the candidate grid), and move them into the interview stage. Once all the veterans requiring interviews are moved to the interview stage, then other candidates can be moved forward.

HCM Employee Benefits – email box decommissioning
Effective May 3, the HCMBenefitsFlexReps@omes.ok.gov email was decommissioned and the OMES HCM Employee Benefits team is now receiving customer requests and inquiries through ServiceNow, the OMES service portal. If you email this email address, you will receive an out-of-office reply directing you to the portal.
When you log in to the ServiceNow Benefits page, you will be routed to the Benefit Change request prompt.
The phone number, 405-522-5528, remains a valid way to contact the Employee Benefits team if you need to follow up on a request.
The Benefit Coordinator Teams channel will continue to be used to communicate with agency benefit partners; however, requests for changes, corrections, audits and reviews must be made through ServiceNow.
Did you know?
Did you know that the Civil Service Division does not handle complaints about payroll issues? Payroll issues were one of the items accepted by the Merit Protection Commission but were not included under the jurisdiction of the Civil Service Division.
With the Civil Service Division turning two in January 2024, we recognize there is still some confusion regarding what the Civil Service Division has jurisdiction to address versus what Merit Protection Commission had jurisdiction to address.
The Civil Service Division receives quite a few inquiries about payroll matters. If we receive them, we advise the person asking the question to follow their agency’s internal complaint process. This process should be advertised to employees.
Another type of payroll question we receive involves someone working for a university in the state. The universities in Oklahoma have their own tax codes, so they do not fall under the state employee category for the Civil Service Division process. Someone within the university’s human resources department will receive complaints from people about their payroll issues.
To recap, the Civil Service Division does not have jurisdiction over payroll issues and will refer the person inquiring to their agency’s internal complaint process. This process should be advertised to employees. If a payroll issue involves a university, someone within the university human resources department will be the person to contact; this information can usually be found on the university website.
