Please enjoy this month's edition of the Grants Management Newsletter, where we highlight the latest advancements across Oklahoma utilizing the Coronavirus State and Local Fiscal Recovery Funds (SLFRF).
As we enter into May, we have a few updates to share from GMO.
First, I want to thank you all for your diligence in getting our office your quarterly metrics. Your swift reporting helped us to meet the Q1 2024 Project and Expenditure Report deadline for the U.S. Department of the Treasury. We want to extend our sincerest gratitude for your assistance.
Second, I would like to highlight the recent updates to the Uniform Guidance by the Office of Management and Budget (OMB). Subrecipients are responsible for following the Uniform Guidance and I encourage your teams to familiarize themselves with all updates to the federal guidance. More resources can be found in the GMO guidance updates section of this newsletter.
Lastly, we are excited to share that in Q1 2024, GMO disbursed $129.2 million ARPA funds to our 75 projects across the state. This is our second highest distribution by quarter since Q1 2023.

Updates to the Uniform Guidance
The Office of Management and Budget recently announced updates to the Uniform Guidance Provision. The following resources have been compiled for your team's reference:
The OMB 2024 Uniform Guidance Reference Guide.
The 2024 Uniform Guidance Redlined Version showing the 2024 revisions.
The Federal Register containing the OMB Final Rule that updates the Uniform Guidance.
- The effective date for the update to the Uniform Guidance is Oct. 1, 2024. Federal agencies may elect to apply the final guidance to federal awards issued prior to Oct.1, but they are not required to do so. For agencies applying the final guidance before Oct. 1, the effective date of the final guidance must be no earlier than June 21, 2024.
