Ethics Commission October Update
Commission Elects Chair and Vice Chair for the Upcoming Year
Chair Cathy Stocker
Commissioners elected Cathy Stocker as Chair of the Ethics Commission for the upcoming year. Chair Stocker represents the 3rd Congressional District of Oklahoma and was appointed by Attorney General Mike Hunter on October 2, 2017 to her second term on the Commission. Stocker served for 28 years as an elected district attorney for Garfield, Blaine, Canadian, Grant and Kingfisher counties. She previously served as chairwoman of the District Attorneys Council and president of the Oklahoma District Attorneys Association. Stocker received her law degree from the University of Oklahoma College of Law; serves on the boards of United Way of Enid and Northwest Oklahoma and Denny Price Family YMCA. Her term expires July 2022.

Vice Chair Gregg Engle
Commissioners elected Gregg Engle as Vice Chair of the Commission for the upcoming year. Vice Chair Engle represents the 2nd Congressional District and was appointed to the Ethics Commission in July of 2019 by President Pro-Tempore of the Senate, Greg Treat. A lifelong resident of Oklahoma, Engle has worked on the management team of a three generation small business since 1999 and prior to his venture into the private sector he served as a Southern Baptist pastor. He graduated with a degree in Family Psychology from Oklahoma Baptist University, where he met his wife Krystal. He currently serves as the Vice Chair of Imagine Durant, serves on the advisory board for First United Bank and is the owner of Bryan County Classics. He attends Victory Life Church, enjoys motorcycle trips with his wife, and loves being Poppa to his four grandkids. His term expires in July 2024.

3rd Quarter Reporting Required
October 31, 2020: 3rd Quarter Contributions and Expenditures Reports Deadline
NOTE: Committees making IEs, ECs, and SQCs that have Pre-Election or Next Business Day Independent Expenditure, Electioneering Communication, or State Question Communication Reports due prior to October 31, 2020 must file those reports by the due date of the required report even though the due date is prior to the 3rd quarter Contributions and Expenditures Report deadline.

Candidate Committees Reminders & Deadlines:
(1) Mandatory Dissolution Dates
The following candidate committees must dissolve or transfer funds forward to new committees by the dates indicated:

November 4, 2020: 2014 Committee Deadline to transfer funds forward to a new committee for elective state office. (2014 Committees operate under different Rules than 2016 or 2018 committees.)

November 6, 2020: 2018 Candidate Committees for candidates not elected, and for all 2018 House of Representatives Committees.

November 8, 2020: 2016 State Senate Committees, including special elections for 2016 races.
(2) 60 Day Rule: A candidate may only have 2 committees open for 60 days while transitioning to a new committee. Late fees will apply to committees dissolving after 60 days.
