Renewal Season Clarifications, Fee-Exempt Renewals, and OBNDD Registration Scam Letters

Hello all. This edition of the OBNDD Registration Newsletter will clarify the renewal periods, provide a reminder for fee-exemption applicants, and a warning about potential scam letters.

Renewal Season Clarifications |

OBNDD Registrations that are submitted after August 31st and are not approved by October 31st will become inactive and cannot utilize controlled substances for their work. Renewal season closes after October 31st, and unapproved renewals and unsubmitted renewals will become inactive after this date.
Registrations that are renewed prior to August 31st are considered timely. Timely renewals help ensure that your renewal is approved before the expiration date and that your OBN Registration remains active and does not expire. If your renewal has any additional paperwork that must be reviewed (fee-exemption documents, disciplinary documents, supplemental packets), it is recommended to renew before August 31st to provide the necessary time for processing and approval to ensure the registration is active for the next year.

If you renew in September or October, it is considered an untimely renewal. Untimely renewals risk becoming inactive after the expiration deadline if they are not approved prior to the deadline. Renewals that are not approved prior to the deadline will become inactive and cannot utilize any controlled dangerous substances for their work. Renewals submitted after the expiration date of October 31st will be inactive until they are processed and approved.
If you are an OBNDD Registrant and your registration auto renews (meaning you do not have to provide additional documentation and you receive your new certificate immediately after renewal) your renewal will continue to auto renew. The timely and untimely designation will not impact auto renewals; however, it is still recommended to renew early to prevent any potential issue. Remember, never assume a renewal will be auto approved. Auto renewal does not equate auto approval.

If you have submitted a fee-exempt renewal application, it will take some time to process; however, if you have not received any notification for a couple of weeks, please check in with our registration department at obnddregistration@obn.ok.gov. If you are going to submit a fee-exempt renewal application in the future, please make note of your application submittal date. If you do not receive feedback within a few weeks after that date, please check in with our registration department at obnddregistration@obn.ok.gov. |

OBNDD Registration Scam Letters |

We have been informed that fraudulent letters have been sent to some OBNDD Registrants demanding a payment of fines for supposed disciplinary action. Here are some indicators of a possible fraudulent letter:
- OBNDD will never send you a letter stating that your OBNDD Registration is being disciplined and ask that you pay a fine without an order to show cause. Oftentimes these scams involve claiming a fine needs to be paid via cash, money transfers, cash apps, or any other online payment application.
- These individuals may know your registration number. Your registration number is public information and can be found on our public search. If a fraudulent letter includes your OBNDD Registration number, that does not mean that it is legitimate. All disciplinary action is posted on the OBNDD public website, and you can check your own registration status at any time by visiting the OBNDD website.
- Orders to Show Cause are always signed by OBNDD's Director and the prosecuting attorney. All Orders to Show Cause are sent certified mail and are never sent on plain white paper with no identifying information. General letters are mailed on letterhead. These general information letters will never ask you to pay any fines. Fines can only be issued pursuant to an OBNDD Administrative Action.

Certificate of Registration |

"The Certificate of Registration shall contain the name, business address, and registration number of the registrant, the schedules of controlled dangerous substances which the registrant is authorized to handle, any limitation or condition placed on the registration, and the expiration date of the registration. The registrant shall maintain the Certificate of Registration at the registered location, displayed in a conspicuous manner, and shall permit inspection of the Certificate by a peace officer or agency official in the enforcement of laws relating to controlled dangerous substances."
