It’s that wonderful time of year! Spring showers will bring May flowers, and educators will soon submit their licensure applications for the next school year! This update is full of helpful tips to make the licensure application process a little easier.

APPLICATION PROCESSING TIME
The current licensure application processing time is 5-7 business days. Note that failed background checks will add additional processing time. Therefore, please advise applicants to have their background checks completed before submitting their licensure application to help reduce processing delays.
E-SIGNER PRO TIPS
An important resource for e-signers is the E-Signer User Manual, which is housed on the Licensure E-Signers webpage. Some common questions addressed in this manual include:
- How do I remove a former e-signer from our district or ESC? (See page 5)
- How do I enroll as a new e-signer with my school or district? (See page 3)
- How can I receive confirmation that the credential I e-signed has been issued? (See page 8)
Need to make changes to your local professional development committee (LPDC) e-signers? Please note that the OEDS administrator cannot make these changes. An active LPDC coordinator or LPDC coordinator designee must make all appropriate changes prior to leaving the district. See the LPDC E-Signer Registration webpage for step-by-step instructions.

EDUCATIONAL AIDE PERMIT, PUPIL-ACTIVITY PERMIT, AND SUBSTITUTE TEACHING LICENSE RENEWALS
Employees whose educational aide permits, substitute teaching licenses (standard and temporary), and pupil-activity permits have expired should renew rather than request a new permit or license even if they have changed districts. Applicants who have changed districts can indicate the new district in the renewal application. This will expedite application processing time. Note that employees who need to add the ESEA endorsement to their expired educational aide permit must first renew the permit. Once it is renewed, then they may apply to add the ESEA endorsement.

RENEWAL REQUIREMENTS FOR TEMPORARY SUBSTITUTE TEACHING LICENSES. License holders must complete renewal requirements before renewing their temporary license. Completion of these renewal requirements must be verified by the employing school, district, or educational service center in accordance with Rule 3302-23-44 (E)(2) of the Ohio Administrative Code.

MENTAL HEALTH TRAINING FOR COACHES. Ohio law requires all athletic coaches to complete a student mental health training course approved by the Ohio Department of Mental Health and Addiction Services. Please advise your coaches who will be renewing their pupil-activity permit (or who previously held a permit and will be applying for a different multi-year permit, such as a five-year) they must submit a certificate of completion from an approved course list with their application. New athletic coaches have the duration of their permit to complete their training.
LICENSURE RENEWALS – ADVANCED, ASSOCIATE, PROFESSIONAL, AND RESIDENT EDUCATOR
Educators whose licenses expire June 30, 2025, must complete all renewal coursework and submit their renewal application no later than Sept. 30, or the renewal coursework requirement increases to nine semester hours for advanced, associate and professional licenses and six semester hours for Resident Educator licenses.
REINSTATEMENT LICENSES
Reinstatement licenses are available for educators whose associate or professional licenses have lapsed. Educators working under this non-renewable license are properly certified in the reinstatement licensure area while completing requirements to renew their expired associate or professional licenses. Please see the Reinstatement License webpage for information, including a checklist to guide your employees through the licensure process.
RESIDENT EDUCATORS ADVANCING TO PROFESSIONAL LICENSES
Educators who are advancing to a professional license must wait until they have completed Year 2 of the Ohio Resident Educator Program. Applicants who do not yet have Year 2 marked completed in CORE will not be eligible to advance, and their application will be declined.
Note that Alternative Resident Educator license holders may not apply to advance their licenses before May 1. Applications submitted before May 1 will be declined. Additionally, work experience dated before May 1 will not be accepted (unless the educator corrected their license to a new employing district in the middle of the school year).
SUPPLEMENTAL TEACHING LICENSES
Supplemental license holders who are completing the final year of their pathway may not apply for the new license or add the area/endorsement to their existing standard teaching license before May 1. Applications submitted before May 1 will be declined. Additionally, work experience dated before May 1 will not be accepted (unless the educator corrected their license to a new employing district in the middle of the school year).
