CORE Application System FAQs
Information about the online licensure application system is available on the CORE License System FAQs webpage. Find quick answers for how to update your name or contact information, check the status of your application, and verify what documents are already in your CORE Dashboard. The CORE Applicant User Manual with step-by-step instructions (including screenshots) for setting up an OHID account, creating a new user profile, and submitting licensure applications is also available to download from this webpage.

Spotlight on Licensure: Alternative Licensure Pathways
Ohio offers alternative pathways to licensure for teachers and administrators (principals, administrative specialists, and superintendents). Alternative licensure candidates are not required to be employed in an Ohio school or district to request an evaluation and obtain a statement of eligibility for an alternative license. Candidates may use their statement of eligibility to verify to prospective employing schools and districts their eligibility for the alternative license. Employment in an Ohio school or district in a position requiring the license is needed for issuance of the alternative license. Financial Literacy Validation
Educators may add the Financial Literacy validation to their existing license upon successful completion of an approved training program through their employing Ohio school or district and the Ohio Assessment for Educators (OAE) Financial Literacy exam. Review the eligible license types for the validation and application instructions on the State Board of Education’s website. Note that educators who are properly certified to teach social studies, family and consumer sciences, mathematics, or business education are not required to obtain the Financial Literacy validation under Ohio law.

Final Date for 2024-2025 Resident Educator Program Registration
All teachers who hold an active Resident Educator license or an Alternative Resident Educator license and meet the program eligibility criteria must be registered in CORE by November 15. Those who hold an active 1-Year Supplemental or 2-Year Provisional STEM license are also eligible for registration in the Resident Educator Program. Note that failure to register eligible Resident Educators may delay advancing their license to a professional educator license. Contact REProgram@sboe.ohio.gov with any questions.

Important RESA Dates
Resident Educators registered for the Resident Educator Summative Assessment (RESA) must register on the TeachForward site. RESA score reports will be released to candidates within 30 days of submission. The Office of Educator Licensure and Effectiveness will update RESA score reports in CORE monthly beginning in November 2024. RESA candidates should review the account registration directions outlined in the Ohio RESA Guidebook. Mark your calendars with these RESA dates:

Rapback Expansion: Driver Enrollment Deadline Approaching
Rapback deadlines are fast approaching for school bus and van drivers to complete all Rapback enrollment steps through the State Board of Education. Starting this summer, drivers who were previously enrolled through the Department of Education & Workforce's Office of Field Services and Pupil Transportation began to migrate to the State Board of Education's CORE system. Before October 31, 2024, districts, schools, and transportation contractors should ensure that their drivers' enrollments have properly migrated into CORE. In November, the State Board will begin to unenroll drivers who have not properly migrated which will cause unenrolled drivers to need to complete a new BCI background check to re-enroll. A driver is properly migrated if they have an approved association and are showing as enrolled in the CORE Rapback communication dashboard. Individuals who are assigned as the Superintendent, Treasurer, and Rapback Authorized Representative in OEDS for their organization have access to this dashboard. Professional Conduct Scenarios Training Resource Now Available
The Office of Professional Conduct, in partnership with the Human Capital Resource Center and the Department of Education & Workforce, developed Professional Conduct Scenarios for each of the nine principles of the Licensure Code that can be used to engage licensed staff in conversations about common situations that could have professional consequences – and identify ways to mitigate those risks. These scenarios are based on questions and cases that are frequently submitted to the Office of Professional Conduct and are accompanied by facilitator guides to assist in the discussion. This resource is ideal for schools, districts, and educator prep programs to use as a self-guided training tool.

The Program Coordinator Orientation course has been updated on the Learning Management System (LMS). This course is an excellent resource for new program coordinators to learn about their role Resident Educator Program and what is expected of them.

All new Resident Educator Program mentors must successfully complete the Mentor Academy training to become certified state mentors by December 1. Training events, scheduled by local Educational Service Centers (ESCs), are listed in STARS. Registration and fees are required and vary by location. Training is provided both in-person and virtually. Read the registration details in STARS for locations and dates and be sure to follow the directions for the virtual training registration. Virtual training includes two required components: synchronous and asynchronous. Dates for virtual synchronous sessions are listed in the registration information. Contact the ESC directly if you have questions.

Candidates enrolled in Ohio educator preparation program courses who will be in Ohio P-12 classrooms must obtain the new 3-Year Pre-Service Teacher Permit. Those who already hold an active credential issued by the State Board of Education of Ohio (including but not limited to educational aide permits, pupil activity permits, substitute teaching licenses, and temporary pupil services licenses) should check with their college or university to determine if the Pre-Service Teacher Permit is required for their program. Note that candidates enrolled in non-licensure programs who are required to be in an Ohio P-12 school setting as part of a general education course are not required to obtain the Pre-Service Teacher Permit. First time applicants must have current background checks on file with the State Board of Education to be issued this permit.
