REQUEST FOR PROPOSAL NO. U13-FPP/AER-1
A Management/Performance and financial Audit of the fuel and purchased power
rider AND ALTERNATIVE ENERGY RIDER OF
the OHIO POWER COMPANY
Ohio’s electric law, Senate Bill 221, requires electric utilities to provide consumers with a standard service offer, consisting of either a market rate offer (MRO) or an electric security plan (ESP), Section 4928.143, Revised Code. By opinion and order issued on August 8, 2012, the Commission modified and approved an application for an ESP filed by The Ohio Power Company d/b/a/ AEP Ohio. The order allowed AEP Ohio to recover fuel and purchased power costs incurred to serve standard service offer customers. In addition, a new alternative energy rider was established to enable AEP Ohio to recover alternative energy costs, which were previously recovered through the FAC.
This Request for Proposal seeks audit services to address the management performance and financial aspects of the FAC and AER recovery mechanisms for the years 2012, 2013, and 2014. In addition, a review of the final reconciliation and true-up of the FAC would be required following its termination at the end of 2014.
Proposal responses must be sent to Vic Gallina in a sealed package by 5 p.m. on Tuesday, November 19, 2013.
