Special Reconnect Order is now available

Need help keeping the heat on?
The Special Reconnect Order from the Public Utilities Commission of Ohio (PUCO) is now in effect for the winter heating season. This annual program allows residential customers who have been disconnected—or are facing disconnection—to restore or maintain utility service by paying no more than $175.
Any Ohio residential customer served by a regulated utility company is eligible, regardless of income. No sign-up needed: just call your utility provider and ask for the Special Reconnect Order.

Winter Crisis Program begins Nov. 1
The Winter Crisis Program is a special component of the Home Energy Assistance Program (HEAP) and is administered by community action agencies throughout Ohio. Heating assistance for income eligible Ohioans available November 1 through May 1.
Ohioans with a household income at or below 175 percent of the federal poverty guidelines that are facing disconnection, have been disconnected or have less than a 25 percent supply of bulk fuel in their tank are eligible for the program.

Case updates
Enbridge Gas Ohio (23-0894-GA-AIR)
In the commission meeting held on October 15, the PUCO approved new rates for Enbridge Gas Ohio to charge customers. Most residential customers will see a slight decrease in their monthly bills.
AEP Ohio rate case (25-0392-EL-AIR)
PUCO staff filed a staff report of investigation regarding AEP Ohio's application to increase rates. The staff report recommends various adjustments to the company's rate base, riders and revenues, resulting in a slight decrease in monthly bills for residential customers.

OPSB schedules local hearing for proposed electric transmission line in Mahoning County
The Ohio Power Siting Board (OPSB) will hold a local public hearing regarding American Transmission Systems, Incorporated’s (ATSI) application to construct an electric transmission line in Mahoning County.
The hearing is scheduled for:
Nov. 24, 2025, at 6 p.m. Public Library of Youngstown & Mahoning County (Main Branch) 305 Wick Ave. Youngstown, OH 44503
ATSI proposes to construct a new 138 kilovolt transmission line to connect the Lincoln Park Substation to the Riverbend Substation. Route alternatives under consideration traverse the city of Youngstown and a portion of the city of Campbell.
