OPSB extends certificate for Lucas County natural gas-fired power plant

COLUMBUS, OHIO (May 22, 2025) – The Ohio Power Siting Board (OPSB) today granted Clean Energy Future-Oregon, LLC’s request for a one-year extension of its certificate to construct a natural gas-fired, 955 megawatt (MW) combined-cycle electric generation facility in Lucas County. The extension will allow the project additional time to complete development activities initiated by its new owner.

The project was recently selected by PJM Interconnection (PJM) for its Reliability Resource Initiative (RRI), which  provides a one-time opportunity for certain projects that will increase grid reliability to go through an expedited PJM interconnection process. According to PJM, the RRI will allow 51 generation projects to come online more quickly, efficiently adding more than 9,300 MW of reliable grid capacity.  The Federal Energy Regulatory Commission approved PJM’s RRI proposal in February 2025.

“The State of Ohio has been urging PJM to speed-up its review of power plants wishing to connect to the grid,” stated OPSB Chair Jenifer French. “Taking advantage of interconnection reform, this project will go a long way towards helping ensure the lights stay on.”

In separate business, the OPSB granted Grange Solar, LLC’s request to withdraw its application to construct a 500 MW solar-powered generating facility in Logan County. The OPSB also authorized Grover Hill Wind, LLC to modify the route of the electric transmission line serving the Grover Hill Wind Farm in Paulding County to accommodate the requests of local landowners.
