FirstEnergy

PUCO orders to implement HB 128, refund “decoupling” charges

The PUCO has ordered FirstEnergy’s Ohio utilities to return to customers monies they had collected from customers under the terms of a conservation support rider, more commonly referred to as “decoupling.”

In its order, the Commission directed Cleveland Electric Illuminating Company, Ohio Edison, Toledo Edison to return to customers approximately $27.5 million (including interest). The refund is to be made in the form of a credit to customer bills over a single billing cycle, which will be accompanied with a bill insert to explain the refund.

The refunds will be calculated in the same way they were charged to customers, based on monthly usage.

Ohio Power Siting Board

OPSB approves solar energy projects in Madison and Putnam counties, natural gas pipeline in Clermont County

The Ohio Power Siting Board (OPSB) has approved applications by Fox Squirrel Solar, LLC and Powell Creek Solar, LLC to construct solar farms in Madison and Putnam counties, respectively. 

The OPSB also approved an application filed by Duke Energy Ohio, Inc to construct a natural gas pipeline in Clermont County.

Ohio Senate

Senate Bill 52 summary

Ohio Senate Bill 52 was signed into law by Governor Mike DeWine and takes effect on October 11, 2021. The law affects wind and solar proceedings before the Ohio Power Siting Board. 

Changes include the following:

  • County commissioner oversight,
  • restricted area designations,
  • voting ad hoc OPSB members and more.

The program runs from July 1 to August 31 and provides a one-time electric bill payment or one window air conditioning unit.
