The Governor’s Executive Budget was introduced on February 3 with Governor DeWine unveiling the details of his priorities and then continuing the conversation in a two-day tour traveling to Zanesville, Perrysburg, Dayton, and Cincinnati. I was proud to provide testimony on February 4, outlining the plan for the next two years that supports children and families, our workforce, and communities all across our great state.

The Ohio Cyber Reserve Helps Ohio Public Entities Prepare and Respond to Cyber Incidents

Volunteer civilian cyber experts from public and private entities across Ohio are joining the Ohio Cyber Reserve to offer their skills and knowledge to assist cities, municipalities, schools, and state agencies in preparing for and mitigating cyber-attacks. Created in October 2019, when Governor DeWine signed Senate Bill 52, it rapidly expanded from 52 members in 2022 to 171 members in 2024.

In 2024, the Ohio Cyber Reserve completed 88 non-emergency cyber missions, resulting in $1.65 million in cost savings to the state of Ohio and municipalities through assistance and vulnerability assessments provided at no charge. The Ohio Cyber Reserve completed all this while responding to three significant cyber-attacks against two Ohio municipalities and a school district.

Start Preparing Now for April 2025 State and Local Fiscal Recovery Funds Annual Project and Expenditure Reporting

The U.S. Treasury Portal will open April 1, 2025, for Project & Expenditure (P&E) Reports on State and Local Fiscal Recovery Funds (SLFRF) due April 30, 2025. Local government non-entitlement units (NEUs) must submit their annual report covering April 1, 2024, through March 31, 2025), even if funds were expended entirely during this reporting cycle.

The U.S. Department of Treasury has posted updates and resources to assist in reporting, compliance, and troubleshooting. Visit the U.S. Treasury Department’s YouTube channel for videos that walk through common reporting questions and the Reporting and Compliance webpage for guidance documents and FAQs.


Uniform Guidance Revisions

Uniform Guidance Revisions 

The U.S. Office of Management and Budget released an updated version of the Uniform Guidance, which became effective for new or amended awards on October 1, 2024. The revised Uniform Guidance does not provide sweeping changes; however, there are significant areas that those handling federal grants should be aware of and incorporate into their policies and procedures. You can find details, including redline edits, a spreadsheet crosswalk of changes, and reference guides, at CFO.gov | Uniform Guidance: Title 2 of the Code of Federal Regulations.

This month, we will focus on the changes to the language regarding close-out costs. Organizations can incur administrative close-out costs until the final report is due, as updates to 2 CFR 200.403 (h) and 200.472 (b) permit this. The organization must submit the final report with the costs liquidated and charged to the award's final budget period. See next month's newsletter for another Uniform Guidance change update!


Ongoing Project to Improve Grants.gov

As a grant seeker, have you ever found Grants.gov challenging to navigate federal funding opportunities? The U.S. Department of Health and Human Services (HHS), the largest federal grantmaking agency, has initiated a project to address these challenges. Simpler.Grants.gov is a project that aims to make it easier to find, apply for, and share federal grants. The project is a work in progress that uses feedback from applicants, grantmakers, and HHS staff to improve the user experience. You can visit Simpler.Grants.gov to learn more about the project and explore the existing user research. You can also use this site to search for grants, but you'll need to go to Grants.gov to apply for grants or use more advanced features.

America 250-Ohio

Ohio Goes to the Movies! A Signature Event of America 250-Ohio, Ohio Goes to the Movies starts mid-February 2026 and runs through October 2026 – about 250 days of Ohio movie magic showcasing Ohio’s contributions to America’s film industry and moviemaking. Movies will include independent films, Hollywood blockbusters, and industrial/special interest films, from rare archival footage to contemporary works.  Learn how your community can get involved!
