I look forward to the coming spring season, which officially begins next week. I am also looking forward to the celebration of America's 250th Anniversary as plans are now underway. America 250-Ohio, Ohio's celebration committee, is creating several exciting programs to help communities celebrate and commemorate this milestone.
One such effort is the America 250-Ohio Communities program, in which communities of all sizes, from townships to cities to counties, can apply to become an "Official America 250-Ohio Community." These communities will receive a special designation and recognition.

OneOhio Foundation Issues RFP to Kick Off First Grant Cycle
The OneOhio Recovery Foundation, a nonprofit organization created by the state and local governments to oversee the bulk of opioid settlement proceeds, issued a request for proposals (RFP) as the first step in a 2024 grant cycle that could distribute up to $51 million to support treatment, prevention, and other strategies to combat addiction.

OneOhio also opened registration for eligible entities interested in pursuing a grant. Eligible entities may include nonprofits, for-profit entities with services aligned with the foundation’s purpose, or government jurisdictions. Applications will open officially April 2, and be due May 3.
As much as $51 million is available in the 2024 grant cycle, and OneOhio will consider projects lasting one, two, or three years. OneOhio will consider proposals spanning more than one of the foundation’s 19 regions but will not consider statewide projects this cycle.
Ohio Township Safety Sign Grant
The Ohio Department of Transportation opened the application period for the Township Safety Sign Grant. FY 2025 begins July 1, 2024, and funded applications will be announced in late July. Any township that has not previously received funding is eligible to apply. There are currently 691 townships on the eligibility list. Townships may apply for up to $50,000 for signs, posts, and hardware to improve the safety of their roadways based on their crash history over the past five years. Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative
The POWER program targets projects that will support workforce and economic development in communities impacted by the downturn in the coal industry. Eligible applicants include local development districts (LDDs), counties, cities, or other political subdivisions of a state. These can include a special purpose unit of a state or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions; institutions of higher education or a consortium of institutions of higher education; and public or private nonprofit organizations or associations. Applications are due April 17, 2024, at 5 p.m.
Safe Streets and Roads for All (SS4A) FY 2024 Notice of Funding Opportunity Announcement
The U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) FY 2024 Notice of Funding Opportunity is open for applications. The SS4A program funds regional, local, and tribal initiatives through grants to prevent deaths and serious injuries on our nation's roadways. The FY 2024 SS4A NOFO has multiple application deadlines depending on the type of grant.
Planning and Demonstration Grant applicants have three deadlines:
- April 4, 2024, 5 p.m.
- May 16, 2024, 5 p.m.
- August 29, 2024, 5 p.m.
Planning and Demonstration Grant applicants may apply during any of the three application rounds. Applications not received by the first or second deadline will be carried over to the next application round. All applications must be received by August 29, 2024, at 5 p.m.
Implementation Grant applications must be submitted by May 16, 2024, at 5 p.m. Unsuccessful Implementation Grant applicants may apply for a Planning and Demonstration Grant application in the final application round on August 29, 2024, by 5 p.m.

Use All Ohio Future Fund for Economic Development
The 2024-2025 state operating budget (Ohio House Bill 33) established the All Ohio Future Fund (AOFF) with a historic investment of $750 million to support local communities with site readiness and preparation to attract economic development projects.
The Ohio Department of Development will work in coordination with JobsOhio, other state agencies, and the Ohio General Assembly to create more project-ready sites for economic development opportunities throughout Ohio. Eligible applicants include counties, cities, villages, townships, port authorities, community improvement corporations, conservancy and park districts or other similar park authorities, land reutilization corporations, nonprofit organizations, transportation improvement districts, and for-profit organizations willing to develop project-ready sites to improve the economic well-being of the people of Ohio.
Awardees are expected to have site occupants within five years. Eligible costs include infrastructure costs such as public roads, water or wastewater and related infrastructure, design and engineering, demolition, wetland mitigation, utility gap funding, and other one-time site improvements. Funds cannot be used for land or site acquisition.

SAFER and FP&S Funding Opportunities and Applications Workshops
The federal fiscal year (FFY) 2023 Staffing for Adequate Fire and Emergency Response (SAFER) and Fire Prevention & Safety (FP&S) Notices of Funding Opportunity (NOFO) are available now! The notices provide important dates in the application and grant timeline, program requirements, performance measures, funding eligibility and more.
The FFY 2023 SAFER and FFY 2023 FP&S application periods opened March 11, 2024, and will close April 12, 2024, at 5 p.m.
State and Local Fiscal Recovery Funds FAQ Updated
The U.S. Department of the Treasury released new frequently asked questions (FAQs) for the ARPA State and Local Fiscal Recovery Funds (SLFRF) program. The additional FAQs address the three eligible use categories discussed in the 2023 interim final rule: (1) emergency relief from natural disasters, (2) surface transportation projects, and (3) Title I projects. In addition, updates have been made to FAQ 2.14 to clarify how funds can be used for affordable housing investments. The revision table beginning on page 2 lists the new FAQs and updates.
Federal Information Available
The federal government's Interagency Working Group on Coal and Power Plant Communities and Economic Revitalization launched two new resources focused on economic and energy transitions.
A 10-step, online Getting Started Guide walks users through the process of planning, executing, and managing a community or economic revitalization project. This includes how to form a leadership team, collect data, find funding, and manage a grant. Then a new Navigator program connects interested communities directly with experts to answer questions and find the resources that meet their community’s needs and goals.
