Governor DeWine Announces $85 Million in Federal Funding for New Appalachian Community Innovation Centers Program

Ohio Governor Mike DeWine and the Ohio Facilities Construction Commission (OFCC) released official program guidelines for the $85 million Appalachian Community Innovation Centers program.

K-12 school districts, joint vocational school districts, regional councils of government, or other political subdivisions located in the 32 Ohio Appalachian counties may apply for funding.

Eligible projects include new construction, renovation, or expansion of existing facilities that:

  • support public education,
  • deliver physical or behavioral healthcare services onsite to students and the public, and
  • provide community access to job-related programming.

To qualify, projects must demonstrate a significant impact in all three areas. The application period for the Appalachian Community Innovation Centers Program ends March 21, 2024.

Supreme Court Accepting 2024 Technology Grant Proposals

Applications for the Ohio Supreme Court’s 2024 Technology Grant Funds are being accepted electronically through Friday, Feb. 16, with awards announced in May. The grants support technology-based projects “where the lack of sufficient technology is a barrier to the efficient, effective or safe administration of justice.” Priority will be given to appeals, common pleas, municipal, or county courts in an area “deemed to be high need due to poverty level, fiscal emergency or economic distress.” Mayors’ courts are not eligible. In addition, courts that received funding during the 2020-2023 grant cycles are not eligible.

FY 2023 Assistance to Firefighters Grant

The Federal Emergency Management Agency’s FY 2023 Assistance to Firefighters Grant (AFG) application period is open and will close March 8, 2024, at 5 p.m. The AFG program provides financial assistance  to eligible fire departments, independent emergency medical services (EMS) organizations, and State Fire Training Academies (SFTAs) for critical training and equipment. Plan your FY 2023 AFG application by reviewing the FY 2023 AFG NOFO today at AFG Grant Documents | FEMA.gov.


“Help Us, Help You” with Grant Information – Discretionary Grant Survey

The Ohio Department of Transportation (ODOT) wants to understand the needs of local agencies in applying for federal discretionary transportation grants. The purpose of this survey is to understand the usefulness of existing ODOT resources, along with recommendations for improvements to better assist local agencies in Ohio. The survey should take approximately 5 minutes to complete and will be open until February 20.

Grant Funding Resources

The U.S. Department of Transportation (DOT) and the U.S. Department of Housing and Urban Development (HUD) have online resources for finding and applying for funding and other technical assistance.

HUD’s Build for the Future Funding Navigator provides information on funding opportunities available through the Inflation Reduction Act (IRA), the Bipartisan Infrastructure Law (BIL), and other federal programs. These opportunities can provide funding and technical assistance to support efforts in HUD-assisted communities, programs, and properties, on a variety of topics.

The DOT Navigator is a resource to help communities understand how to apply for grants, and plan and deliver transformative infrastructure projects and services. The Navigator provides a searchable database of technical assistance resources from DOT and other federal and non-federal partners. It also includes tips for preparing successful grant applications, including information on funding and matching, and access to data and mapping tools. DOT, has also developed a Rural Grant Application Toolkit for competitive federal transportation funding as part of the Rural Opportunities to Use Transportation for Economic Success (ROUTES) initiative. The toolkit focuses on rural transportation projects, but many of the grant funding resources apply more broadly to other types of transportation projects. It is designed for all levels of grant applicant experience.

In addition, the White House has updated its Technical Assistance Guide to help communities unlock billions of dollars in opportunities for states, territories, tribes, and local governments made available through BIL and IRA. The guide provides comprehensive information on more than 100 federal technical assistance programs that can support local efforts to obtain federal funding and deploy it in communities across the country.

State and Local Fiscal Recovery Funds Non-Entitlement Units of Local Government (NEU) Reporting Webinar 

The U.S. Treasury hosted a webinar for NEUs in January to assist with the upcoming April reporting requirements A recording can be found at https://youtu.be/catxSMNVDYs.

Here are some common questions that were answered during the webinar:

Q. For the April 2024 annual report, how soon are we able to report?
A. The portal will open April 1, 2024, to report.

Q. I still need to report 2023 and 2022 amounts, how do I do this?
A. You still can report 2023 by accessing the Treasury portal.  The 2022 report is no longer accessible; however, reports are cumulative.  When you submit your 2023 report, include 2022 information.

Q.  If we expend all our funds in 2023, are we still required to report after the April 2024 report (in 2025 and 2026)?
A. YES, all recipients must continue to satisfy reporting requirements and complete the annual report until award closeout.  Later this year Treasury will provide instructions for closeout.

Q. A new fiscal officer will be taking over April 1, 2024, how do we make sure they are able to access the portal?
A. Your Account Administrator can update users within the Treasury portal.  Before you have a vacancy, you can ensure you have someone in the Account Administrator role who can then add additional users and edit/change roles.

Q. What happens if the Administrator leaves office and does not update the roles prior to leaving?
A. For those that no longer have an Account Administrator and need to change your Points of Contact and Authorized Representative, please send an email to the SLFRF inbox at SLFRF@treasury.gov with "ATTENTION: Update Account Administrator" in the Subject Line.

Q. No one that was originally connected to the portal is in office. What do we do?
A. Please send an email immediately to COVIDReliefITSupport@Treasury.gov with the subject line SLFRF-NEU-POC Update and include your state point-of-contact on the communication. This will help us expedite making necessary corrections.
