Governor Signs Senate Bill 81 into Law
On Friday, Ohio Governor Mike DeWine signed Senate Bill 81 into law. Sponsored by State Senator Mark Romanchuk (R-Ontario), SB 81 authorizes certain advanced practice registered nurses and physician assistants to sign documents related to psychiatric inpatients; to revise the law governing the Board of Nursing's monitoring of impaired practitioners; and to modify the law governing insurance navigators and amend the version of the section that is scheduled to take effect on Sept. 30, 2024, to continue the changes to that section on and after that date.

25th Anniversary of Landmark Olmstead Decision
This June marks the 25th anniversary of the Olmstead Decision, a landmark moment in disability rights history.
What is Olmstead? Olmstead refers to the U.S. Supreme Court decision (Olmstead v. LC) that found unnecessary institutionalization and isolation of individuals with disabilities was discrimination in violation of the Americans with Disabilities Act (ADA). The Olmstead lawsuit was filed by Lois Curtis and Elaine Wilson, two women with behavioral health and developmental disabilities, who wanted to move from an institution to the community. Their doctors said their needs could be met in the community, but the institution would not allow them to leave. Lois and Elaine were pioneers who advocated that all have the right to live in their communities, those with disabilities and those without.
On June 22, 1999, the Supreme Court held that institutional placement of people with disabilities who can live in the community perpetuates the idea that people with disabilities are incapable of participating in community life. It also held that institutionalization severely diminishes the quality of everyday lives for people with disabilities, including family relationships, social activities, work or educational opportunities, economic independence, and cultural enrichment.
 What does the Olmstead Decision mean? It means that people with disabilities should have the same access to community life as people without disabilities. It opens the door for people with disabilities and their families to demand a full range of community services as alternatives to services provided in institutional settings. People with disabilities should have integrated lives in their communities and the same quality of life as those without.
What does OhioMHAS do to support the Olmstead Decision? OhioMHAS supports people with mental health and substance use disorders to live in recovery in the community in many ways. Some programs and areas include Recovery Supports, Community Integration, PASRR, and Access to Wellness.
2024 OhioMHAS Annual Data Brief, Updated County Assessment Data Profiles Available
The OhioMHAS Office of Quality, Planning, and Research is pleased to announce the release of the 2024 Annual Data Brief. This information, which includes data trends and indicators, can be used by legislators, officials, and stakeholders at the state and local levels, as well as the general public, to better understand the current state of behavioral health in Ohio. It may also assist policy-makers in tailoring prevention and intervention efforts across the state.
In addition, updated County Assessment Data Profiles are also available. The profiles include demographic data from the Census, behavioral health treatment services claims data, national-level survey data on mental health and substance use, and mortality data. The profiles provide a snapshot of behavioral health in each county.

Ohio Chamber of Commerce Updates Opioid Toolkit
The Ohio Chamber of Commerce recently announced an update to its opioid toolkit — A Dose of Reality for Employers. The kit first launched in 2017 and now has eight modules for employers to use as a practical resource on everything from compliance issues to strategies to create a more inclusive workforce. Ohio businesses big and small are encouraged to utilize the the toolkit.

Exploring the Role of School-Based Health Centers to Support Thriving Youth — June 27
The Ohio Center of Excellence for Behavioral Health Prevention and Promotion will host its next Prevention Exchange virtual forum on June 27 from 1:00-2:00 p.m. This discussion will explore how Ohio’s school-based health centers can be models for students to build a healthy, supportive relationship with a trusted adult.

2024 Addiction Studies Institute — July 17-19
The Ohio State University Wexner Medical Center will host the 33rd Addiction Studies Institute on July 17-19. The conference convenes leading experts from across the country to discuss the latest trends and topics in substance use disorder treatment and to provide participants with the tools and knowledge they need to serve those struggling with addiction.
