Cleveland UMADAOP Co-Founder, Long-Time Advocate and Prevention Champion Jessica Horne Dies
The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is deeply saddened to announce the passing of Jessica B. Horne, co-founder and long-time Executive Director of the Cleveland Urban Minority Alcoholism and Drug Abuse Outreach Program (UMADAOP).
Ms. Horne was a dedicated prevention advocate and dynamic leader in Ohio's behavioral health care field for more than 40 years. She was a Certified Chemical Dependency Counselor and Certified Prevention Consultant. She helped to co-found the Cleveland UMADAOP in 1982, and worked tirelessly to ensure culturally-appropriate services for thousands of men, women, and families served by her organization and the UMADAOP Federation of Ohio as a whole. She was instrumental in designing programs that reduced stigma, increased resiliency, and brought awareness to the marginalized and underserved communities.
Before retiring in 2023, Horne served on numerous public advisory boards, including as a Governor-appointee to the Ohio Community Service Commission and the Ohio Chemical Dependency Licensure Board, and as a member of the Ohio Prevention Education Resource Commission and Cleveland Mayor’s Black on Black Crime Commission. Following her retirement, Horne remained actively engaged in community affairs, serving as both the President of the Hough Community Land Trust and Chairperson of the Council of Neighborhood Leaders.
Calhoun Funeral Home in Bedford Heights is handling funeral arrangements. Visitation has been planned for March 15 from 4:00-8:00 p.m. A Celebration of Life service will be held at Lee Memorial A.M.E. Church in Cleveland on March 17 at 4:00 p.m.
OhioMHAS extends its heartfelt sympathies to all who knew and worked alongside Jessica throughout her decorated career.

OhioPRO Workforce Development Training Survey
OhioPRO's Peer Technical Assistance Centers, in partnership with Sinclair Community College, are providing a free workforce development training series for peer recovery supporters who wish to enter the professional workforce or advance in their chosen careers. To best serve potential attendees, interested participants are invited to complete this short survey in order to help the trainers from Sinclair Community College prepare. FASD Family Support Group
NAMI Franklin County is hosting a Fetal Alcohol Spectrum Disorders (FASD) Support Group for families with loved ones who may be exhibiting behaviors consistent with FASD. New SAMHSA Resource: Examining the Use of Braided Funding for Substance Use Disorder Services
SAMHSA recently published a new report Examining the Use of Braided Funding for Substance User Disorder Services. This report includes innovative ways to use braided funding for substance use disorder (SUD) services to help optimize resources, improve patient outcomes, promote funding sustainability, and address service gaps. In addition, the report discusses state and federal laws and policies that encourage braided funding to provide SUD services, best practices for braiding funds, and pathways to sustainability for SUD programs. Included in the report are eight case studies from state and local officials across multiple agencies, analysis of service purchasing patterns, and associated policies and laws in place driving those decisions.

Careers In Aging Month: #ButtonUpAgeism Event — March 19
In celebration of Careers in Aging Month, The Ohio State University, College of Medicine’s Office of Geriatrics and Gerontology and the College of Social Work’s Age-Friendly Innovation Center are hosting a #ButtonUpAgeism event on March 19 from 1:00-3:00 p.m. at Rev1 Ventures in Columbus. Community members, service providers, and students are invited to join the school's staff to make positive aging buttons. These buttons are a part of the Age-Friendly Innovation Center’s, “Aging: So Cool Everyone Is Doing It!” campaign. Treating the Chemically Addicted Couple Along the Whole Continuum of Care — March 26
The Psychiatry and Behavioral Health Learning Network will host a free Treating the Chemically Addicted Couple Along the Whole Contiuum of Care webinar on March 26 at 1:00 p.m. The session will be led by Sara Tigay, LPC, Clinical Program Manager, Skywood Outpatient. Participiants will learn about three struggles couples face in early recovery from substance use disorder and be introduced to three interventions utilized in residential, intensive outpatient, and outpatient services to support ongoing sobriety.

Call for Presentation Proposals: 2024 Roads to Recovery Conference
The Alcohol, Drug Addiction and Mental Health Services Board of Cuyahoga County is seeking workshop proposals for its Roads to Recovery '24: Creating Healing Communities conference slated for Oct. 21 at the Holiday Inn Independence. This conference is for clients, family members and providers of mental health and/or addiction prevention, treatment and recovery services.
This year’s conference theme, "Creating Healing Communities," was chosen to reflect the ADAMHS Board’s efforts to support a recovery-oriented system of care that provides services that are diverse and inclusive and reflect the uniqueness of individuals living with mental illness, substance use disorders and other addictions.
