The Payment Error Rate Measurement (PERM) is a program mandated by the Centers for Medicare and Medicaid (CMS) which measures Medicaid and Children’s Health Insurance Program (CHIP) improper payment rates for every state Medicaid program across the county.
CMS recently notified Ohio Department of Medicaid that it has contracted Empower AI to conduct Ohio’s PERM audit for Medicaid and CHIP payments made during Reporting Year (RY) 2025 (July 1, 2023, through June 30, 2024). Over the coming weeks the vendor will collect and review a sampling of Ohio Medicaid’s fee-for-service (FFS) claims, managed care capitation payments, and the payments resulting from eligibility determinations to estimate overall Medicaid error rates.
As part of the PERM review, it is possible your organization will receive a Medical Records Request from Empower AI. If you are selected, we strongly encourage you to respond.
Please be advised that ODM may recover payments made to providers selected to participate in the audit who fail to cooperate with the CMS contractor by established deadlines.
Providers who are no longer doing business with Ohio Medicaid are obligated to retain recipient records for six years from the date of payment, under the terms of the Provider Agreement.
