The Ohio Department of Medicaid (ODM), in partnership with the Ohio Department of Mental Health and Addiction Services (OhioMHAS), has selected the Burns & Associates Division of Health Management Associates (HMA) to perform site visits to each Medicaid-enrolled provider certified by OhioMHAS for residential and withdrawal management substance use disorder services as required under our SUD 1115 waiver. HMA will assist ODM and OhioMHAS by doing the following:
- Assessing SUD residential treatment provider alignment with OhioMHAS rule 5122-29-09 requirements, which will be effective July 1, 2023;
- Using information collected prior to and during the onsite visits as the basis for feedback to providers regarding any potential gaps related to the requirements outlined in OAC 5122-29-09;
- Understanding the organizational and operational characteristics of SUD residential treatment providers as they relate to federal Medicaid IMD requirements; and
- Providing technical assistance to providers in preparation for compliance with OAC 5122-29-09.
The on-site reviews are scheduled to occur beginning late summer 2022 through spring 2023, with a final report detailing observations and recommendations due to ODM by early summer 2023. In the coming weeks, members of the HMA team will begin to reach out to SUD residential treatment providers to:
- Schedule the date and time for each provider location’s on-site visit;
- Confirm the provider attendees for the on-site visit;
- Validate basic information about the provider such as the number of SUD residential beds, ASAM levels of care offered, populations served, and provider locations;
- Review a list of documents that providers are asked to have ready and available for review on the day of the on-site visit (e.g., policies and procedures, assessment tools, individual client case notes); and
- Review the tentative schedule and agenda for the on-site visit so that providers know what to expect during the on-site visit. (It is anticipated that the visit to each residential treatment provider location will occur during one day and will be approximately six hours in duration.)
Throughout the coming months, ODM and OhioMHAS will continue to provide project updates at the Stakeholder Advisory Committee Meeting for Ohio’s Medicaid 1115 SUD Demonstration Waiver, in conjunction with targeted communications such as this notice.
