Dual-Eligible Individuals and Electronic Visit Verification (EVV)
Dual-eligible individuals have both Medicare and Medicaid healthcare coverage. ODM has received questions regarding EVV and dual-eligible individuals.
If a covered service is billed to Medicaid, then EVV is required. Providers should bill third-party payers including Medicare when that third-party payer covers the service and provider. This is outlined in the Coordination of Benefits OAC Rule 5160-1-08 - Ohio Administrative Code | Ohio Laws. If a provider serves a dually eligible individual enrolled in a MyCare Ohio Plan, ODM recommends contacting the plan to discuss the individual’s needs and the services available to meet those needs.
When in doubt, log those visits!
 County Board of Developmental Disabilities Hosts EVV Presentation
A big thank you to Fairfield County Board of Developmental Disabilities (CBDD) for hosting a provider meeting via Zoom and inviting the EVV group to talk about the program.
The PowerPoint presented was specific to Department of Developmental Disabilities (DODD) providers. If you are a DODD provider within Ohio, please check out the pdf version of this PowerPoint.

The Individual’s Medicaid ID is Required in EVV
To help providers better understand how ODM can support them, ODM reviews EVV visit data logged by providers. We have found several clients/individuals in the EVV system without a Medicaid ID. The client/individual’s Medicaid ID is required for claims matching. However, there are two situations when you may need to enter an individual into EVV without a Medicaid ID:
- The individual is receiving state-funded services through the Ohio Department of Aging (ODA) while waiting for Medicaid approval.
- The individual is a deemed newborn who has not yet received a Medicaid number.
Remember to update the individual’s record within EVV once the individual receives a Medicaid ID. Use these resources for help in adding the client/individual Medicaid ID in Sandata:

 May Webinar and Virtual Q&A Office Hours
The May webinar is titled “Best Practices for Agency Providers Using Sandata.” This webinar will focus on agency providers using the Sandata EVV solution and offer best practices and tips for EVV. We plan to host another session in June specifically for independent providers and individuals served by Medicaid.

2022 Sandata Release Schedule
Sandata regularly updates its EVV software via releases to ensure it runs smoothly. Some of these updates may affect you. There are three different types of Sandata updates:

Sandata Mobile Connect (SMC): Updates the mobile application used on personal smart devices/phones and Sandata devices.

Interactive Voice Response (IVR): Updates the telephone visit-capture method.

Electronic Visit Verification (EVV): Updates EVV visit maintenance functions and reporting on https://evv.sandata.com.

Sandata sends out emails for each release to all providers they have on file before and after the scheduled release time/date.
March 2022 Sandata Releases Impacting You
Here are a few Sandata software and system updates that happened in March 2022 you may have noticed:
- Sandata received multiple reports of delays with the initial loading of the Visit Review screen in the Sandata EVV Aggregator. The EVV release on March 23, 2022, corrected this issue.
- Users that log into the Sandata system now have five attempts to enter the correct password before the account is locked.
- Providers that use accessibility features on their smart device may have noticed the following enhancements to the Sandata Mobile Connect (SMC) app:
- Android devices with the TalkBack feature enabled now may notice changes within the SMC app. When you navigate to the SMC menu in the top left of the app and swipe to the right, the focus moves in logical order through the submenu when voicing the menu items. The user can then close the menu by tapping on the Sandata logo.
- Users of iOS and Android devices with TalkBack enabled on their devices now hear when the word they are selecting on the app is a header. A header is a line of text that appears above a printed message such as the title of the message.

Tip of the Month:
Agency providers (Sandata and alternate EVV vendors) may have multiple EVV accounts. This means that if you receive a new Provider Medicaid ID or have multiple Provider Medicaid IDs, it is the agency’s responsibility to ensure the Provider Medicaid ID on the EVV visit and billing claim(s) match.
Independent providers (IP) should only have one EVV account. That singular account is linked to all Provider Medicaid IDs known for that IP.
