House Bill 772: The Rural Hospital Transformation Oversight Bill
In March, I joined Representative Tim Barhorst as a joint sponsor of HB 772: The Rural Hospital Transformation Oversight Bill.
If enacted, this legislation would do the following:
- Task the Ohio Department of Health to include transparent reporting requirements for how the department spends the awarded dollars
- Ensure the funding awarded to hospitals stays in rural communities
- Prioritize rural maternity centers as a primary collaborative service
- Establish a legislative task force on rural health to monitor the implementation of the Rural Health Transformation Oversight Program (Currently in the House Finance Committee, awaiting its first hearing)
 Additionally, I also played in the annual vintage baseball game on the Statehouse lawn. What a fun tradition for legislators to play against the Muffins!
Ohio's Capital Budget Bill
I’m thrilled to share that I was part of securing investments for the following community projects in District 95 from the Ohio Capital Budget bill. This two- year capital improvement budget for state and community projects was signed into law in June.
Harrison County
- $350,000 for Harrison County Fairgrounds Improvements
- $50,000 for improvements to the Village of Cadiz
Morgan County
- $200,000 for the Morgan County Jail Fire Safety and Booking Area
- $150,000 to restore the Twin City Opera House
- $80,000 to make improvements to the Friendship Park & Community Center
Noble County
- $205,000 to make improvements to the Noble County Agriculture Society
- $50,000 to make enhancements to the Woody Hayes Cabin Park
- $45,000 to renovate the Ball-Caldwell Historic Home
Belmont County
- $400,000 to make improvements to the Belmont County Fairgrounds
- $150,000 for the Barnesville State Theater
- $100,000 for the Epworth Park Auditorium
- $100,000 for the St. Clairsville Community Center
- $25,000 for the Tri-County Rooted in Safety Help Center
Athens County
- $200,000 for the Athens Lumber Company (ALCO) Boat Ramp
- $100,000 to make improvements to the Athens History Center
- $100,000 for the Woods at Dairy Lane
- $100,000 for Upcycle Campus
- $50,000 to make improvements for the SAOP Housing Facility
Guernsey County, partnered with State Representative Adam Holmes
- $375,000 for the Big Muskie Heritage Park
- $250,000 for the Cambridge Community Park
- $150,000 for the Cambridge Area YMCA Aquatics Center
- $121,000 to make improvements to the Strand Theatre
 Also in June, we passed House Bill 603, legislation to Prohibit Certain Clauses from Conservancy Districts Contracts. I sponsored this important legislation that is designed to reduce administrative burdens and legal risks for conservancy districts. It protects public entities from open-ended liability by prohibiting indemnification clauses that could expose public funds or officials to unlimited financial responsibility. It also shields public officials from personal liability, ensuring that they are not held accountable for contracts containing prohibited indemnification terms. Additionally, the legislation ensures that conservancy districts are not forced into unfair or unlawful contract terms by large vendors, like VRBO or Airbnb, which sometimes refuse to negotiate terms.
Rep. Adam Mathews and I are joint sponsors for H.C.R. 47, Urge U.S. EPA Review Certain Energy Security, Oil and Gas Rules. This has been referred to the House Natural Resources Committee and awaits its first hearing.
Joint Agriculture Committee Meeting
 As a member of the Ohio House Agricultural Committee, I attended the Annual Joint Senate-House Agricultural Committee Hearing at the Ohio State Fair in August, where we celebrated Ohio’s achievements in 4-H Teen Leadership, FFA, Ohio Fair Queens, the Ohio Department of Natural Resources, the Ohio Department of Agriculture, and the USDA.
 I joined the family of Harrison County native Staff Sergeant Melvin Trushel, Sr., to celebrate the Governor’s signing of HB 384, to memorialize a roadway in honor of his dedication to our country. Governor DeWine additionally signed HB 385 for the PFC “Tommy” Pizzino Memorial Highway of Harrison County.
