House Bill 290 - Enact the Atmosphere Protection Act
I am a co-sponsor of House Bill 290 - legislation to enact the Atmosphere Protection Act. The purpose of the bill is to prohibit a person from engaging in solar radiation modification, cloud seeding, or sunlight reflection methods.
If enacted, this legislation would do the following:
- Prohibits any person from engaging in solar radiation modification (SRM), cloud seeding, or sunlight reflection methods in Ohio, including through the use of an aircraft, balloon, drone, space-based platform, or interoperable ground-based facility.
- Requires the Superintendent of the State Highway Patrol or a county sheriff to issue a cease-and-desist order to a person who the Superintendent or sheriff determines is conducting or attempting to conduct SRM, cloud seeding, or sunlight reflection methods.
- Establishes a strict liability offense for engaging in SRM, cloud seeding, or sunlight reflection methods, or violating the Superintendent’s or county sheriff’s cease-and-desist order, and imposes third-degree felony with a 36-month mandatory prison term and a fine of not less than $500,000.

House Bill 693 - Affirming Families First Act
I am a co-sponsor of House Bill 693 - the Affirming Families First Act – which aims to clarify parental rights and limit gender-identity screening in Ohio’s child welfare system.
The Affirming Families First Act would clarify that it is not abusive for parents or guardians to affirm a child’s sex rather than a perceived gender identity. If enacted, this legislation would prohibit the following:
- Prohibits a parent’s affirmation of a child’s biological sex from constituting the basis to restrict access to the child, deny the child’s return, limit decision-making authority over the child’s physical or mental health care or withhold information about the child.
- Investigating a report of abuse or child neglect if the sole basis for the report is the parent’s or guardian’s affirmation of the child's biological sex.
- Proactive screening of children in the child welfare system for gender identity or sexual orientation and the maintenance of databases containing that information.
- Contracting with or using educational materials from outside organizations that suggest non-affirmation of a child’s biological sex is psychologically harmful or constitutes a threat to the child’s safety.
This bill awaits a committee assignment.
