2025 Annual Report
 Since January 2025:
- The Ohio House has passed 151 pieces of legislation.
- Nearly 94% of those bills have been bipartisan.
- 639 bills have been introduced.
- 27 standing committees have vetted hundreds of pieces of legislation
from both the House and the Senate.
I personally sponsored and introduced eleven bills and four resolutions. Of those bills, two have been passed out of committee, one of which was passed in the House; and three resolutions were adopted by the House. I am thankful for these successes and look forward to more of those in 2026!
We Are Working To Restore America’s Values
I'm pleased to share that the Charlie Kirk American Heritage Act, legislation that works to preserve the ability for educators to discuss the positive impact of religion on American history, highlighting its consistency with freedom of speech and emphasizing how imperative it is to reduce politically motivated hate and violence in society.
Under the bill, the General Assembly declares that:
- “The teaching of the historical and positive impact of religion on American history is consistent with the First Amendment to the United States Constitution. An accurate and historical account of the influence of Christianity on the freedom and liberties ingrained in our culture is imperative to reducing ignorance of American history, hate, and violence within our society.”
- “Accurate historical instruction regarding verifiable, historical impacts of religion on American history is factual and is not proselytization or a violation of the First Amendment.”
The bill reaffirms that teachers in public schools and state institutions of higher education, when teaching American history, can include instruction on the positive impacts of religion on American history.
There is no better time to do this than now, upon the 250th celebration of our nation’s birth.
House Bill 486 now heads to the Ohio Senate for further consideration.
We Are Working To Punish Drug Traffickers
I am a co-sponsor of House Bill 88 - legislation to directly combat drug trafficking in Ohio.
House Bill 88 comes as a result of the staggering increase in drug overdoses, specifically fentanyl poisoning, in Ohio and throughout the United States. According to the Ohio Department of Health, in 2023, illicit fentanyl or fentanyl analogs were involved in 78% of unintentional drug overdose deaths in Ohio, often in combination with other drugs.
Key provisions of the bill are as follows:
- Increases penalties for drug trafficking fentanyl-related compounds;
- Increases penalties for repeat drug traffickers;
- Establishes a 5-year mandatory minimum prison term if an individual is convicted of or pleads guilty to a fentanyl-related death;
- Requires death certificates to list fentanyl poisoning as the cause of death if a lethal amount was found in a person’s body and was determined to contribute to the cause of death;
- Designates August as “Fentanyl Poisoning Awareness Month”; and
- Requires public schools to develop age-appropriate curriculum and instruct students on the dangers of fentanyl.
House Bill 88 now moves to the Ohio Senate for further consideration.
We Are Working To Protect Our Prison Guards
I am a co-sponsor of House Bill 338 - also known as Andy’s Law – legislation that expands the offense of aggravated murder or assault of correctional facility employees and instills new measures to reduce inmate drug possession.
This legislation was developed following the death of correctional officer Andrew Lansing, who was brutally murdered while on duty by an inmate at the Ross Correctional Institution on Christmas Day 2024.
House Bill 338 works to do the following:
- Expands the offense to sentence of life in prison without parole if an inmate murders a ODRC or DYS employee
- Creates a mandatory, 7-year consecutive sentence for inmates who commit a felonious assault against an ODRC or DYS employees
- Creates a mandatory, 3-year sentence for the assault of throwing bodily fluids at an ODRC or DYS employee
- Allows supervisors and higher-ranking staff members of prisons to detain individuals who are found to be attempting to bring illegal substances into prisons or to give to inmates
- Ensures all Level 3 and 4 prisons have drug-sniffing dogs at their institution within 2 years and all lower-level prisons have K9 units within 5 years
- Instills no-contact visitations at all Level 3 and 4 prisons
House Bill 338 now heads to the Ohio Senate for further consideration.
We Are Honoring Our Military Veterans
At the third annual Veteran Christmas Wreath laying event in Troy, Dave Norman and I were joined by over 200 District 80 constituents to help honor Veterans at Riverside Cemetery.
This event has been directed by Wreaths Across America and local veterans’ organizations. We hope you will be able to join us doing this again for Christmas 2026!
