We hope you had a wonderful Christmas and wish you a happy New Year! As we look ahead to 2026, let’s take a moment to reflect on Representative Click’s legislative wins of 2025.
House Bill 144 – Keith’s Law
Keith’s Law successfully passed both the Ohio House and Senate and was signed into law by the Governor. This piece of legislation enhances first responders’ ability to assist individuals with special needs during emergencies by creating a voluntary statewide database. Information shared through the database will be available to county 9-1-1 systems, ensuring first responders have critical details needed to provide potentially life-saving assistance.
 House Bill 268 – Certificate of Qualification for Employment (CQE) Reform
House Bill 268 modernizes the CQE program by allowing individuals to apply for employment one year after release from incarceration, which aligns with the Certificate of Qualification for Housing program. The bill removes unnecessary barriers to workforce reintegration, while preserving existing application requirements, judicial review, and disqualifying offenses. House Bill 268 awaits further consideration from the Ohio Senate.
House Bill 486 – Charlie Kirk American Heritage Act
This legislation works to preserve the ability for educators to discuss the positive impact of religion on American history, highlighting its consistency with freedom of speech and emphasizing how imperative it is to reduce politically motivated hate and violence in society. House Bill 486 is currently under consideration in the Ohio Senate.
 House Bill 162 – Parental Access to Children’s Medical Records
House Bill 162 strengthens parental access to their child’s medical records within the bounds of federal HIPAA and Ohio law. The bill also requires health care providers to annually inform parents and guardians about minors’ consent rights and record access limitations. House Bill 162 has advanced to the Senate for further consideration.
House Bill 393 – State ID for Returning Citizens
House Bill 393 requires community-based correctional facilities to assist individuals in obtaining a state-issued ID prior to release. Prison facilities would begin the process before program completion and help submit required documentation to the BMV. The bill now awaits further action in the Ohio Senate.
Senate Bill 147 – Landfill Reform
Senate Bill 147 passed the House with strong bipartisan support (90–2). This bill addresses out-of-state construction and demolition debris entering Ohio and authorizes variable fees to support local health boards in mitigating impacts on public health, safety, and welfare. Senate Bill 147 now awaits the Governor’s signature.
 House Bill 485 – The Baby Olivia Act
House Bill 485, which recently passed the Ohio House, would require public schools to include human growth and development instruction for students in grades 5–12. The bill mandates the use of specific instructional materials, including a high-definition ultrasound and the “Meet Baby Olivia” fetal development video. House Bill 485 awaits consideration from the Ohio Senate.
House Bill 613 - Taxpayer Bill of Rights
Ohio House Bill 613 aims to update Ohio’s tax enforcement and appeals process by amending the Revised Code and adding § 5717.021. The bill clarifies the rules and procedures of the Department of Taxation and the Board of Tax Appeals to improve the review and resolution of tax disputes. The bill awaits a committee assignment.
House Bill 625 - SAM Act
The Student Athlete Mobility (SAM) Act would allow students to play sports not offered at their home school. The bill removes participation barriers, encourages collaboration between schools, and ensures all students can access athletic opportunities. It also allows two schools to combine teams when they cannot field them individually. House Bill 625 is currently awaiting committee assignment.
We are incredibly grateful for all the legislative wins that Representative Click has made in the great state of Ohio this year! We can trust that Representative Click will continue to fight for the rights of District 88 in 2026, as he did in previous years.
