Legislation Delivering Historic Property Tax Relief Signed by the Governor
Bills provide over $3 billion in savings for Ohioans
I'm pleased to share that Governor DeWine recently signed House Bills 124, 129, 309, 186, and 335 – five initiatives championed with bipartisan support in both the House and Senate that work to curb tax hikes and deliver direct property tax relief to Ohioans, totaling more than $3 billion in savings.
20-Mill Floor Inflation Cap
House Bill 186 saves Ohio property owners nearly $1.7 billion over the next three years by establishing a new Inflation Cap Credit that prevents increases in school district property taxes from exceeding the rate of inflation. This will control the spike we saw in property tax hikes. I fought to include an appropriation holding Ohio school districts harmless for actual losses over this appraisal period compared to their current property tax collections, which will help schools that are not up for reappraisal or reevaluation this year offset any actual revenue losses. House Bill 186 includes a provision that effectively saves our public schools around $400 million.
This legislation aims to protect homeowners from surprise hikes on their property tax bills when they live in a district that is on the 20-mill floor.
Members of the House also approved changes in the bill that would update the owner-occupied tax credit program, a move that will provide more than $800 million in relief to Ohio homeowners over the next four years by phasing out the nonbusiness credit – except for agricultural property owners – and expanding the owner-occupancy tax credit.
Inside Millage Inflation Cap
House Bill 335 caps increases in inside millage collections to the rate of inflation. The bill requires county budget commissions to adjust the rate of each inside millage levy so that it does not grow by more than the sum of the three previous years of inflation. This happens during the county’s sexennial reappraisal or triennial update. The net effect of this provision totals between $621 million and $763 million in property tax relief over the next three years.
A Check on Tax Hikes
House Bill 129 implements a check on tax hikes by counting emergency, substitute, incremental growth, conversion levies and the property tax portion of combined levies toward the 20-mill floor – closing loopholes and slowing tax spikes. I fought to make sure substitute levies were included in this to help some of Lorain County school districts. This measure ultimately lifts 237 districts off the 20-mill floor.
The bill also provides a new alternative levy option. School districts with an existing emergency or substitute levy may renew these levies indefinitely as a “fixed sum levy.” The bill also allows schools on fiscal distress, as designated by the Auditor of State, or under a disaster declaration to levy a new one-time 5-year “fixed sum levy” to cover current expenses. These options provide additional flexibility for school districts.
Minimizing Unnecessary Collections
House Bill 309 slashes unnecessary collections by expanding the County Budget Commission’s authority to modify levies and trim unnecessarily high millage rates, shielding Ohioans from overly excessive tax bills.
Flip The Script
House Bill 124, also known as “Flip the Script,” empowers county auditors to have greater oversight over determining property tax sales information used for determining property valuations.
This package builds on the legislative work already accomplished by House Republicans to address property tax hikes in Ohio, including the state operating budget, which included multiple property tax reform provisions.
House Bill 455 - Legislation to Modernize Ohio's Education Code
I'm pleased to share that the Ohio House of Representatives recently passed legislation, sponsored by myself and Rep. Bird, a retired superintendent, to modernize Ohio’s education code by eliminating outdated educator requirements and reducing administrative burden to ensure teachers can devote more time to delivering high-quality instruction to Ohio students. We worked with superintendents, treasurers and teachers throughout Ohio.
Key components of House Bill 455 include:
- Revises or eliminates certain reporting requirements and mandates related to the Department of Education and Workforce (DEW), decreasing the amount of paperwork our educators worry about;
- Revises the performance measures used to calculate performance ratings for two of the six Ohio State Report Card components—1) Graduation and 2) College, Career, Workforce, and Military Readiness - making report cards more accurate;
- Eliminates obsolete provisions of the Ohio Revised Code related to the state report card and state assessments for public and chartered nonpublic schools.
This legislation empowers our educators to prioritize what matters most: providing quality instruction to their students.
House Bill 455 now moves to the Ohio Senate for consideration.

Ohio Hispanic Veterans Memorial Dedication Ceremony
I had the privilege to attend and speak at the dedication of the Ohio Hispanic Veterans Memorial in Amherst. This memorial stands as a powerful tribute to the courage, service and sacrifice of Hispanic veterans who have worn our nation’s uniform with pride.
Attending this ceremony was truly inspiring and their stories remind us of the strength and diversity that define our country.
I'm very thankful to everyone who worked to make this memorial a reality!
Brilliant Start Academy Visit
I recently had the opportunity to visit Brilliant Start Academy in Amherst! It was so inspiring to see the dedication and the incredible work they’re doing to shape young minds. I'm grateful to have met such a passionate team!
