House Bill 384 - Staff Sergeant Melvin Trushel Sr. Memorial Highway
I'm pleased to share that a bill I introduced to designate a portion of U.S Route 22 in Harrison County as the “Staff Sergeant Melvin Trushel Sr. Memorial Highway” has passed unanimously through the Ohio House of Representatives.
House Bill 384 honors the legacy of Staff Sergeant Melvin Trushel, Sr., a World War II Army veteran from Cadiz, Ohio. Born in 1919, Trushel served with distinction in the U.S. Army, including a significant role as a guard at the Tomb of the Unknowns at Arlington National Cemetery. His military service, which spanned six years during World War II, earned him numerous honors, including the Bronze Star Medal and the Distinguished Unit Badge.
After returning from service, Trushel remained deeply involved in his community, including memberships in the Hopedale American Legion, the Hopedale VFW, and other local organizations.
This highway designation covers the eastbound and westbound lanes of United States Route 22 between mile markers 19 and 22 in Harrison County. The honor serves as a lasting tribute to Trushel’s dedication and sacrifices for his country and community.
A distinguished honor for a true American hero! House Bill 384 now goes to the Ohio Senate for consideration.
Visiting with 3rd Grade Class at Morgan Local Schools
It was so much fun to stop by the 3rd grade class at Morgan Local Schools. These students have a very bright future here in Ohio.

Congratulations to the Barnesville Theater on 100 years in business! I presented them with a resolution celebrating this excellent milestone.
November
In November, I introduced House Bill 603, legislation to modernize and protect conservancy districts, ensuring that they can operate efficiently and fairly in today’s digital and commercial landscape.
As conservancy districts like the Muskingum Watershed Conservancy District (MWCD) increasingly rely on national service providers and digital platforms, this bill updates procurement protections to reflect current practices.
This legislation is designed to reduce administrative burdens and legal risks for conservancy districts. It protects public entities from open-ended liability by prohibiting indemnification clauses that could expose public funds or officials to unlimited financial responsibility. It also shields public officials from personal liability, ensuring that they are not held accountable for contracts containing prohibited indemnification terms. Additionally, the legislation ensures that conservancy districts are not forced into unfair or unlawful contract terms by large vendors, like VRBO or Airbnb, which sometimes refuse to negotiate terms.
House Bill 603 awaits a committee assignment.
Belmont County Township Trustee Meeting
I recently attended the Belmont County Township Trustee meeting where I answered questions about the various property tax legislation we passed through the House.
The Ohio House voted to concur on Senate amendments to House Bills 129, 309, 186, and 335 – four initiatives championed by House Republicans that make systematic reforms to curb spikes and provide direct property tax relief to Ohioans, totaling more than $3 billion in savings. The package of bills awaits for the Governor's consideration.
