House Bill 338 - Andy's Law
I am a co-sponsor of House Bill 338 – also known as Andy’s Law – legislation that expands the offense of aggravated murder or assault of correctional facility employees and instills new measures to reduce inmate drug possession.
House Bill 338 works to do the following:
- Expands the offense to sentence of life in prison without parole if an inmate murders a Ohio Department of Rehabilitation and Corrections (ODRC) or Department of Youth Services (DYS) employee
- Creates a mandatory, 7-year consecutive sentence for inmates who commit a felonious assault against an ODRC or DYS employees
- Creates a mandatory, 3-year sentence for the assault of throwing bodily fluids at an ODRC or DYS employee
- Allows supervisors and higher-ranking staff members of prisons to detain individuals who are found to be attempting to bring illegal substances into prisons or to give to inmates
- Ensures all Level 3 and 4 prisons have drug-sniffing dogs at their institution within 2 years and all lower-level prisons have K9 units within 5 years
- Instills no-contact visitations at all Level 3 and 4 prisons
House Bill 338 now heads to the Ohio Senate for further consideration.
Piqua Hometown Hero: Julio Chris DeLeon

I'm honored to share about Julio Chris DeLeon, who bravely saved his neighbor, Brian Markin, from a burning house and three explosions. House Bill 485 - Baby Olivia Act
I am a co-sponsor of Hosue Bill 485 - the Baby Olivia Act legisaltion that would enhance science education in Ohio public schools by requiring the inclusion of a medically accurate video about early human development in school curriculum.
The name of the bill is inspired by a video called Baby Olivia, which shows the life of a baby growing within the womb. Backed by scientific accuracy, the video depicts the moment life begins and beyond to demonstrate each stage of early human development.
House Bill 485 makes the following updates:
- Requires each public school to provide human growth and development instruction in its curriculum for grades 5-12, which must include a high-definition ultrasound video and the “Meet Baby Olivia” video, or a substantially similar video in its human growth and development instruction
- Ensures content is age-appropriate and aligned with educational standards.
- Exempts Chartered-Nonpublic schools, clarifying that this requirement only applies to public schools.
- Explicitly states that a student can be excused from the instruction upon written request of the student's parent or guardian.
Similar legislation has been introduced in over 20 states, with six states passing these bills into laws.
House Bill 485 now goes to the Ohio Senate for further consideration.
