Legislative Update
Bills signed into law by Governor DeWine:
House Bill 44 - This bill will grant police departments the ability to fill vacant positions without a competitive examination and permit localized new police chief trainings at approved regional training facilities throughout the state.
House Bill 247 - also known as Avery’s Law - will clarify definitions and update laws on attacks and fatalities caused by dangerous dogs. It will give the local dog warden the authority to seize a dog immediately following an attack, revise the investigation and enforcement requirements for when an authority receives any complaint that indicates a possible violation of the dog laws and mandates termination of the dog if it kills or seriously injures a person after receiving due process. Additionally, this legislation includes protections for dogs that are defending themselves, their owners, or their property.
 Senate Bill 114 - companion legislation to HB131 - will prohibit law enforcement agencies from using quotas for arrests and citations and to ensure our law enforcement officers are not used as revenue generators.
Bills passed by the Ohio House:
House Bill 213 - legislation to designate a portion of I-70 in Etna Township in Licking County as the “Tuscarawas Memorial Highway” in honor of the victims of the tragic bus accident that took place on November 14th, 2023.
House Bill 430 - legislation to designate a portion of State Route 13 in Knox County as the “Lt. Vance M. Andrews Memorial Highway” in honor of Lt. Andrews who died in the line of duty serving in the Ohio State Highway Patrol.
Additional provisions I championed:
Language from House Bill 201 was included in the State Operating Budget. This provision expands hunting and trapping opportunities for families on their own property. It will allow a resident landowner's parents to hunt and trap on the landowner's property without obtaining a hunting license, deer permit, wild turkey permit, or fur taker permit. It also allows a resident landowner's grandchildren under 18 to hunt and trap on the landowner's property without obtaining a deer permit, wild turkey permit, or fur taker permit.
I was also proud to vote in favor of five pieces of legislation that will eliminate spikes in property taxes and give voters more control over their tax bills: House Bill 124, House Bill 129, House Bill 186, House Bill 309 and House Bill 335.
2025 Highlights
 I was honored to attend the ceremonial signing of Senate Bill 114 - a companion bill to House Bill 131 - which prohibits a law enforcement official or agency from requiring officers to meet an arrest or citation quota.
 Colton Gillespie, a Johnstown Monroe High School student, came to Columbus and shadowed me for the day. He was able to attend committee and see what the day in the life of a legislator looks like! Thank you for stopping by, Colton!
 House Bill 247 is named ‘Avery’s Law’ in in honor of Avery Russell, who was severely injured in a dog attack in Reynoldsburg, Ohio in June 2024, when she was 11 years old. I invited Avery and her family to attend House Session on the day the House passed H.B. 247. This legislation was signed into law and establishes new requirements on vicious dog owners to prevent dog attacks in Ohio.
 I attended the ceremonial signing for House Bill 44 - legislation that grants local police departments the power to fill vacant civil service positions without unnecessary exams.
 I was honored to recognize the Licking Valley baseball team on the House floor for winning the Division III State Championship! Congratulations again and GO PANTHERS!
