We have been extremely busy this General Assembly, so I'd like to give you a quick legislative update on issues I've championed this year.

Legislation Enacted
Veto Override Item #66
The Ohio House and Senate voted to override the Governor’s veto of Item #66, putting into motion landmark property tax reform through a provision that encourages levy transparency and promotes responsible stewardship of taxpayer dollars on the local level. This follows the Ohio House vote to override this veto in July.
The provision was originally included in the recently passed state operating budget, which included numerous provisions aimed at addressing the unprecedented surge in residents’ property tax burdens across the state through the most pro-taxpayer reforms in nearly 50 years.
The provision makes clarifying changes to ballot language, removes the authority for political subdivisions to charge new replacement property tax levies, and removes the authority for school districts to levy fixed-sum emergency or substitute levies, as well as renewal with an increase levies and combined school district income tax and fixed-sum property tax levies. The language also prohibits a district from requesting a new current expense levy if their prior year carryover balance in general operating funds is greater than 100% of expenses.
I originally joint sponsored the portion encouraging levy transparency by eliminating replacement levies, which commonly result in unexpected property tax increases, in House Bill 28.
Item 66 makes the following updates:

Encourages Levy Transparency: The language encourages levy transparency and treats school districts like other political subdivisions.

Fiscally Conservative and Responsible: Ensures that school districts do not put new general expense tax levies on the ballot when the school district has over 100% of their expenses in reserves, ensuring fiscal responsibility.
The Ohio House of Representatives voted on the conference committee report for House Bill 96 on June 25th. The budget plan, which allocates funding for state programs and operations for the next two years, included provisions that aimed to protect freedom, family and fiscal responsibility – providing property tax relief for Ohioans, implementing a flat tax rate and ensuring a record amount of state funding for school districts.
On June 30, Governor Mike DeWine signed the budget bill, but as part of his approval, vetoed 67 provisions passed by the legislature, including several that were intended to provide homeowners with immediate property tax relief in 2026. The Ohio House voted to override this veto on July 21, and the Senate completed the override to allow the provision to take effect.
House Bill 77
House Bill 77, legislation that was included in the State Operating Budget, will require The Ohio Department of Health to develop Type 1 Diabetes information for parents and guardians of elementary school students.
The materials that parents or guardians will receive include the following:
- A description of type 1 diabetes;
- A description of type 1 diabetes risk factors and warning signs;
- A recommendation that the parents or guardian of a student who is displaying type 1 diabetes warning signs should immediately consult with the student’s primary care provider to determine if immediate screening is appropriate;
- A description of the type 1 diabetes screening process, the significance of the three stages of type 1 diabetes, and the implications of test results identifying the presence of each stage; and
- A recommendation that, following a diagnosis of type 1 diabetes, the student’s parents or guardian should consult with the student’s primary care provider to develop an appropriate treatment plan, which may include consultation with and examination by a specialty care provider, including a properly qualified endocrinologist.
House Bill 94 (Senate Bill 33)
I am a proud joint sponsor of House Bill 94 - legislation that would allow employers to post certain labor law notices on the internet.
This is companion legislation to Senate Bill 33, which was signed by the Governor earlier this year.

Legislation passed by the House
House Bill 20
I'm please to share that House Bill 20, legislation that increases protections for first responders when responding to emergency situations in an official capacity, passed through the Ohio House. This bill also increases the penalty for obstructing official business from a second-degree misdemeanor to a first-degree misdemeanor under specified circumstances.
House Bill 122
Ohio House of Representatives passed House Bill 122, legislation aimed at reducing barriers for living organ donors and helping to address Ohio’s growing transplant waitlist crisis.
According to the Organ Procurement and Transplantation Network, more than 100,000 people nationwide, including nearly 3,000 Ohioans, are waiting for lifesaving organ transplants. Of those Ohioans, over 1,900 are in need of a kidney transplant, but a persistent shortage of transplantable kidneys continues to threaten lives.
Key provisions of H.B. 122 include:
- A tax credit for “qualifying employers” who offer paid leave for a medically necessary recovery period following an employee’s living organ donation.
- A credit equal to the actual leave compensation or $300 per day, whichever is less, up to 30 days and a maximum of $9,000 per employee per donation.
- Employers may claim up to $54,000 in credit-eligible donation leave benefits per year.
- Covered organ donations include all or part of a kidney, liver, pancreas, intestine, lung, or bone marrow, in accordance with the National Organ Transplant Act.
- The Ohio Tax Commissioner will provide an annual report to the Ohio House and Senate taxation committees, ensuring legislative oversight and transparency.
The bill now heads to the Ohio Senate for further consideration.
House Bill 124
House Bill 124 - the "Flip the Script" Act - is legislation to empower county auditors to have greater oversight over determining property tax sales information used for determining property valuations.
This bill awaits consideration from the Governor.
House Bill 188
House Bill 188 creates the Ohio Israel Trade and Innovation Partnership. By establishing this partnership, the bill aims to advance innovation, trade, and investment between Ohio and Israel.
House Bill 184
The Ohio House passed House Bill 184, legislation that marks a major advancement in protecting the rights and futures of Ohio’s student-athletes. The bill, which focuses on the regulation of Name, Image, and Likeness (NIL) contracts and the conduct of athlete agents, sets a new standard for fairness and accountability in collegiate athletics.
House Bill 184 was amended in the Ohio Senate to include multiple technical provisions and clarification measures related to the State Operating Budget passed earlier this year. This includes an allocation of $40 million in targeted funding toward treatment programming for first responders experiencing a Post-Traumatic Stress Injury.

Holiday Events
 To help kick off the holiday season, I attended the Light Up Liberty Parade and Middletown Santa Parade. Both events are staples in the community and bring everyone together during such a special time of the year.
Middletown High School Football Team
 I'd like to extend a huge congratulations to the Middletown Middies on such a historic football season this year. The Middies finished with a 10-2 overall record, including three shutouts against Colerain, Sycamore, and Lebanon! Their remarkable season continued all the way to the State Tournament Final Four - the furthest run in school history!
