The Ohio House has been working thoughtfully all year to advance legislation aimed at lowering property taxes and creating much needed relief for Ohioans across the state. In the House Development Committee, we’ve continued to pass legislation which seeks to bolster economic development throughout all 88 counties.
As we approach another holiday season and look back on the year before us, I remain blessed and grateful of the trust you have given me to continue to serve those in Fulton, Henry, Williams and part of Defiance County.

Representative Hoops Legislative Update:
 House Bill 186 (House Passed 10/22, Senate Passed 11/19)
- House Bill 186 saves Ohio property owners nearly $1.7 billion over the next three years by establishing a new inflation Cap Credit that prevents increases in school district taxes from exceeding the rate of inflation. The initiative also includes an appropriation that holds Ohio school districts harmless for actual losses over this appraisal period compared to current collections to help schools that are not up for reappraisal or reevaluation this year.
House Bill 319 (House Passed 11/12)
- Bipartisan Legislation that would designate the third full week of May as EMS awareness week.
House Bill 339 (In House Transportation Committee)
- Legislation that follows five other states that would allow the surviving spouse to retain the purple heart license plate upon their passing to honor and preserve their legacy and service to this country.
House Development Committee Update
 I am proud to sit as Chairman of the House Development Committee. We remain dedicated to working with various stakeholders fostering a constructive dialogue around housing policy to better strengthen Ohio’s communities.
House Bill 86 Which we passed in May, would makes changes to current statute relating to tax foreclosures and county land reutilization corporations.
Senate Bill 6 Legislation that was favorably reported out of this committee in June, revises current law to allow for expedited appeals to the Ohio Board of Building Appeals and county and municipal boards of building appeals.
Senate Bill 155 Passed unanimously out of committee back in October. This legislation would revise the practice of real estate wholesaling by establishing disclosure requirements for realtors, thus bringing greater transparency to the industry and protecting homeowners and buyers from deceptive sales practices.
Senate Bill 217 Favorably passed through this committee in November, authorizes the conveyance of easements over state-owned land.
Next year, I look forward to greater collaboration between my colleagues and various interested parties on new and existing legislation that comes through the House Development Committee.
