We are Working to Lower Property Taxes in Ohio
House Bill 129, recently passed by the Ohio House, would require emergency and substitute tax levies, incremental growth levies, conversion levies, and the property tax portion of combined income tax and property tax levies to be included in the 20-mill floor calculation for school funding purposes.
Roughly 200 Ohio school districts have used emergency and substitute levies to gather large windfalls from property value increases thanks to being on the 20-mill floor, plus additional annual guaranteed revenue the districts receive from these levies, which are not included in the 20-mill floor calculation today. If enacted, emergency and substitute levy rates will count towards the 20-mill floor when a school district undergoes its sexennial reappraisal or triennial update, reducing or preventing unvoted tax spikes for the residents of those districts.
We are Working to Provide Care for Students
My colleague Representative Kevin Ritter and I recently introduced the "Chaplaincy Bill."
This legislation would allow (not force) schools that would like to have clergy available to staff and students to do so.
This bill is totally permissive so participation is up to the individual school and district.
Education is about struggling with questions, sometimes the biggest. Our view is that if a district would like to offer their student body the opportunity to consult with clergy they should be able to do so.
We Support Classical Learning
I am a joint sponsor of House Bill 326, legislation to require Ohio's universities and colleges to accept the Classical Learning Test as an assessment for college admission as an alternative to the ACT and SAT.
This assessment is preferred by a growing number of homeschool and classical school students across the country. Additionally, there is a bill in the U.S. Congress to require this assessment to be accepted by the U.S. Military Academies.
Darke County Fish and Game Club Visit
 The Darke County Fish & Game Club recently received State Capital Budget funds to build this impressive project. This will benefit archery hunters and youth archers for generations to come. It's so great to see such a well planned, community driven project be completed.
