LeadingAge Panel
As part of the LeadingAge Ohio 2025 Conference, Representative Gross participated in a panel with Senator Romanchuk, Senator Huffman, and Representative White, to discuss aging policy in the state. Representative Gross answered questions about what changes Ohioans can expect to see as a result of the recently passed State Operating Budget for fiscal years 2026 and 2027. She also shed light on what may be in store for Ohio as a result of the One Big Beautiful Bill Act and the direction of future policy.
Veto Override - Item #66 in House Bill 96
State Representative Jennifer Gross voted to override the Governor’s veto of Item #66, putting into motion landmark property tax reform through a provision that encourages levy transparency and promotes responsible stewardship of taxpayer dollars on the local level.
The provision was originally included in the recently passed state operating budget, which included a number of actions that aimed to address the unprecedented surge in residents’ property tax burdens across the state through the most pro-taxpayer reforms in nearly 50 years.
The provision makes clarifying changes to ballot language, removes the authority for political subdivisions to charge new replacement property tax levies, and removes the authority for school districts to levy fixed-sum emergency or substitute levies, as well as renewal with an increase levies and combined school district income tax and fixed-sum property tax levies. The language also prohibits a district from requesting a new current expense levy if their prior year carryover balance in general operating funds is greater than 100% of expenses.
“The Ohio House’s work is not complete with this veto override. I am proud to back this measure to provide relief to Ohio homeowners and am committed to advancing further property tax reform for our taxpayers,” said Gross.
White House State Leadership Conference
Representative Gross attended the White House State Leadership Conference alongside more than 50 Ohio lawmakers and other officials. The conference was organized by the White House Office of Intergovernmental Affairs to foster collaboration and communication between federal, state, and local governments, while providing a forum to discuss shared priorities, policies, and more.
Rep. Gross had the opportunity to discuss Ohio’s priorities with senior officials in the Trump Administration, including Secretary of Commerce Howard Lutnick, EPA Administrator Lee Zeldin, and Secretary of Health and Human Services Robert F. Kennedy Jr.
District 45 Happenings
Butler County Fair
Representative Gross enjoyed her time at the Butler County Fair, meeting constituents of District 45, and seeing the accomplishments of those who put their time and effort into making this year’s county fair a success.

Property taxes remain a top priority for me this legislative session as it remains a top priority for those in District 45 and across Ohio. Last month, I voted to override the governor’s veto of Item #66 in the budget. Additionally, I attended a Call to Action Summit on Property Tax Reform hosted by the Butler County Commissioners. I stressed the urgency with which property tax issues need true action and reform by the legislature and local governments.
As the summer ends and the House returns to session, I will continue to advocate for a lowered property tax burden on Ohioans and for this effort to be pursued with vigor.
I recently had the opportunity to visit my local library, and I left feeling genuinely uplifted and inspired. Libraries have always been important, but this visit reminded me just how much they do for the community beyond lending books.
Our library is especially focused on supporting young readers, not just helping kids build strong reading skills, but also making sure the books they have access to are age-appropriate and meaningful. It’s clear they’re thinking carefully about both what kids are reading and how they’re engaging with it.
I also got to learn more about how books are organized and categorized. There’s a real system behind it, and it’s all designed to make things easier for families to navigate and find exactly what they need.
It was a great reminder that our local library is doing so much more than providing books, it’s creating access, encouraging good reads, and playing a really important role in building a strong, connected community.
