I am proud to represent the 52nd Ohio House District and serve as the Speaker Pro Tempore, assisting Speaker Matt Huffman in leading the House of Representatives and the important legislative agenda that will support all Ohioans. It is a true honor to be the first female in House history to serve in this role, and I look forward to working with my colleagues to pass sound legislation. I also serve on the House Education, General Government, Finance, and Workforce and Higher Education committees.

Rep. Manning Applauds Ohio's Parenting and Pregnancy Program Awardees
Nearly $20 million in funds distributed over the biennium
I'm pleased to announce that nearly $20 million in grant funds have been awarded to 21 nonprofit organizations across the state through Ohio’s Parenting and Pregnancy Program, according to the Ohio Department of Children and Youth.
Cornerstone Pregnancy Services DBA Cornerstone Women’s Health Center & Lilli Women’s Center, located in Elyria, is one of the 21 awardees for this grant funding.
House Bill 96 – Ohio’s State Operating Budget – included an increase in funding for this program, supporting thousands of mothers and babies across the state. To learn more about this program and the other awardees, click here.
State Controlling Board Approves Loan for Local Business Growth Project
I'm pleased to share that the Ohio Controlling Board approved the release of a $373,331 Regional 166 Direct loan to support a project in Lorain County expected to facilitate business growth and employment.
The loan will be used to assist in financing the purchase and renovation of a 11,680 square foot industrial warehouse in Elyria, Ohio for Armstrong Steel Erectors, Inc. The project will result in the creation of three new full-time jobs and the retention of 20 existing jobs at the project site.
This project will directly create and retain jobs in our district, resulting in economic growth.
Armstrong Steel Erectors, Inc. is a general contracting company that specializes in bridge construction and renovation.
The Ohio Controlling Board oversees requests for changes to budgetary authority for state agencies.

 I was honored to visit Lorain County Safe Harbor, a vital resource dedicated to providing safety, support, and empowerment for survivors of domestic violence. Thank you for your unwavering commitment to your community!
Wolfey’s Bistro & Pub Commendation Presentation
 Congratulations to Wolfey's Bistro on celebrating 15 years in business! It was an honor to present them with a commendation recognizing this milestone anniversary.
Lorain County Fair
 I also attended the Lorain County Fair Kick-Off Breakfast event with my colleagues, Representative Kellie Deeter and Congressman Latta.

 Congratulations to Scoops & More Ice Cream on 20 years of business! I was proud to present them with a commendation celebrating their anniversary and recognizing the impact they've made on the community.
House Bill 416 - Honoring the Life and legacy of Officer Philip Wagner
I'm pleased to give an update from my July newsletter. I officially introduced House Bill 416, a bill that will help honor the life and legacy of Lorain Police Officer Phillip Wagner, who tragically passed away in the line of duty on Thursday, July 24th, 2025, after being ambushed while eating lunch with another Lorain Police Officer.
Officer Wagner was a combat veteran of the United States Marine Corps and served two tours, including one in Afghanistan. He went on to serve as an officer in the Sheffield Village Police Department for four years, and then as an officer of the Lorain Police Department for four years. Officer Wagner is leaving behind his wife of ten years, three children, his mother, brother, sister, sister-in-law, and nephew. Phillip will be truly missed by all in the community, most of all by his loving family.
