Manning Highlights Controlling Board Funding for Lorain County Community College
The Ohio Controlling Board recently approved the release of $230,129.32 from the Campus Safety Grant Program to be used by Lorain County Community College to make security upgrades throughout the campus.
The funding will be used to replace and upgrade cameras and memory cards and install network infrastructure in the Physical Sciences building, Stocker Arts building, Library Community Resource Center, and the Physical Education building.
These upgrades will enhance student and staff safety on campus. It will also equip the college and law enforcement to better respond should an emergency arise.
The Ohio Controlling Board oversees requests for changes to budgetary authority for state agencies.
Children's Hospitals Patient Safety Press Conference
 I was pleased to participate in a press conference in honor of the Children’s Hospitals’ Solutions for Patient Safety’s (SPS) recent announcement that it has spared more than 30,109 children from serious harm since its inception.
The Ohio-founded international pediatric patient and employee safety effort launched in 2009 at the Ohio Statehouse. Since then, the collaborative partnership has grown from eight original members to more than 150 hospitals in North America, all dedicated to sharing data and working together to eliminate serious safety events in hospitals.
“I applaud the collaborative effort over the past 16 years to improve hospital safety and ultimately the wellbeing of Ohio children,” said Manning.
I joined Ohio Governor Mike DeWine, State Senator Bill Reineke, advocates and hospital leaders from the SPS, and Pat Tiberi, President and CEO of the Ohio Business Roundtable.

Lorain County Safe Routes to School Grants
I recently announced that 2025 Safe Routes to Schools (SRTS) Grants were awarded to support two projects in Lorain County.
$80,000 in grant funding was awarded to Lorain County Public Health in partnership with Elyria City Schools to support SRTS programming such as walk and bike to school day, in-school walking and biking curriculum, and bike rodeos, among other efforts.
Additionally, North Ridgeville City Schools was awarded $35,000 in grant funding to support community campaigns regarding pedestrian and bike safety, educational initiatives, the expansion of the local Girls and Gear Program, and more.
In total, Ohio Governor Mike DeWine and the Ohio Department of Transportation awarded $7.6 million in grants to 24 projects working to improve safety for K-12 students walking and biking to and from school. The SRTS initiative helps communities build and improve transportation infrastructure around schools like sidewalks, crosswalks, bike lanes, and traffic-calming features.

2025 Governor’s Awards for the Arts
 I had the privilege to honor excellence at the 2025 Governor’s Awards for the Arts by recognizing Ohioans who lead through their artistic contributions enriching our communities.
House Bill 96 - Ohio's State Operating Budget
The Ohio House of Representatives recently approved the conference committee report for Am. Sub. House Bill 96 –the State Operating Budget. The budget plan, which allocates funding for state programs and operations for the next two years.
BOOSTING FUNDING FOR OHIO SCHOOLS The budget prioritizes the education and well-being of Ohio students, ensuring that school districts are funded through the final phase of the Cupp-Patterson funding model. Ohio public schools will receive nearly $700 million more for public education over the biennium than they received in FY25, providing public schools with total funding of $10.6 billion in FY26 and $10.8 billion in FY27.
This budget increases funding for public education and completes the Cupp-Patterson formula, a step forward for Ohio’s students. That said, I believe we must continue working toward stronger, more equitable funding for all public schools. While this budget boosts education investment, the growing needs in the classroom across our state mean there’s still more work to do. I remain committed to ensuring that every Ohio child has access to a fully funded, high-quality education.
PRIORITIZING WORKFORCE READINESS AND HIGHER EDUCATION This budget makes a marked effort to prioritize workforce readiness in Ohio, investing in various higher education programs such as the Governor’s Merit Scholarship, the Choose Ohio First Scholarship, and an increase in the State Share of Instruction by 1% each year, helping lower costs for students at Ohio’s state institutions of higher education.
SUPPORTING OHIO FAMILIES To help families who need assistance paying for childcare, the budget establishes the Child Care Choice program, providing $100 million for eligible families, helping more Ohioans cover the cost of needed childcare services. The bill also increases funding for the Help Me Grow program, which is a system of supports for pregnant women, caregivers with new babies, and families with young children with developmental delays and disabilities
BACKING THE BLUE This budget invests in supporting law enforcement and promoting public safety by providing $65 million over the biennium for local law enforcement training and $27 million over the biennium for the Ohio Narcotics Intelligence Center. Additionally, the budget includes $8 million to provide grants to small county volunteer fire departments.
CONSTITUENT FEEDBACK ON INSIDE MILLAGE – HOUSE BILL 335 Throughout the budget process, my office heard numerous constituent concerns fearing that House Bill 335’s provisions would be included in budget, negatively impacting Lorain County school districts’ operating funds. I listened and shared these concerns as well, advocating that this did not occur.
Throughout the budget process, I tirelessly advocated that House Bill 335 – inside millage was not included in this budget and am pleased that it was not included in the conference committee report.
In addition, I'm pleased to highlight the following provisions incorporated into the House’s budget bill:
- Commits $500,000 for the Neighborhood Alliance, supporting a homeless shelter and resources in Lorain County.
- Allocates $1,000,000 to Riveon Mental Health and Recovery, supporting primary care integration into the recovery process.
- Appropriates $500,000 to the National Inventors Hall of Fame, expanding STEM summer learning opportunities for students in grades K-6.
- Issues $300,000 for Senior Community Services, supporting the IConnect Program in Lorain, Medina, and Cuyahoga Counties.
- Provides $750,000 to the Lorain County Justice Center.
- Assigns $350,000 to the 1N5 Foundation, supporting suicide prevention efforts in schools.
