Legislative Update
Property Tax Legislation Introduced
 Representative Gross is proud to work alongside Representative Lorenz to introduce legislation that would provide property tax relief to Ohio homeowners. The bill would grant a $300 tax credit over the next five years to any individual who has lived in their home for at least one year.
“As the General Assembly works to reform the property tax system in Ohio, I have heard the concerns of constituents who need more immediate relief. This legislation gives temporary relief to Ohio homeowners while the legislature works on a more permanent solution to relieve tax burden,” said Gross.
House Resolution 14 Receives First Committee Hearing
State Representatives Jennifer Gross and D.J. Swearingen (R-Huron) recently began hearings on House Bill 12, the Jeff, Dave, and Angie Patient Right to Try Act, in the House Health Committee. Gross championed this policy during the previous General Assembly.
The act will accomplish the following:
- Protect Ohio citizens’ access to potentially lifesaving off-label use medications;
- Protect a prescribing healthcare provider, pharmacy, or pharmacists’ ability to fill off-label prescriptions; and
- Protect the free speech of health providers and their right to express independent medical opinions when they differ from that of health and licensing agencies.
“House Bill 12 is life-saving legislation that provides the medical freedom needed for prescribers and patients to direct their care and optimize health outcomes,” said Gross.
“This issue is very important to the wellbeing of patients in Ohio and the providers who work hard every day to keep them healthy,” said Swearingen.
The Jeff, Dave, and Angie Patient Right to Try Act awaits further consideration from the House Health Committee.
District 45 Happenings
Miami University Quantum Computing Program
Miami University recently announced their new quantum computing program was been approved as a Bachelor of Science degree by the Ohio Department of Higher Education. This degree, in collaboration with the Cleveland Clinic, provides students with the knowledge and background of quantum computing along with the expertise and hands-on approach of the Clinic.
St. Joseph Home Tour
Representative Gross enjoyed her recent visit at the St. Joseph Home in Cincinnati. The St. Joseph Home is a nonprofit organization that provides residential care for infants, children, and adults with complex disabilities who require 24/7 nursing and personal care. They also provide day programs and respite for Ohioans with disabilities.

EdChoice in Ohio
The EdChoice Scholarship Program in Ohio provides students from designated public schools the opportunity to attend participating private schools. The program also offers scholarships to students entering kindergarten through 12th grade based on various eligibility criteria.
The EdChoice program has many positive effects on students in Ohio. For instance, there is an increase in college enrollment and graduation rates for students who participated in the program or received scholarship. EdChoice participants had a 64% college enrollment rate compared 48% in public schools.
The program enables families to move beyond one-size-fits-all public school models. This flexibility promotes better educational outcomes. Ultimately, school choice prioritizes individual student success by giving parents the freedom to make informed decisions about their child’s education.
