Legislative Update
House Committee Begins Hearings on House Bill 134
 The House Agriculture committee began hearings on House Bill 134 – legislation to authorize home kitchen registration to sell certain foods. Representative Gross and Representative Latyna Humphrey gave sponsor testimony before the committee. House Bill 134 also received proponent testimony.
If passed, this legislation would create a Microenterprise Home Kitchen Operation Registration, offering a practical solution to Ohio’s outdated Cottage Foods and home bakery registration laws that prevent home-based food producers from earning a living and growing their business.
“Microenterprise Home Kitchen Operations bring additional healthy food options to families and gives business opportunities to entrepreneurs,” said Gross.
House Resolution 134 awaits further consideration from the House Agriculture Committee.
House Resolution 14 Receives First Committee Hearing
 In late March, the House Agriculture Committee began hearings on House Resolution 14, legislation to urge U.S. Congress to investigate the U.S. food supply to ensure all dangerous toxins and chemicals are removed. Representative Jennifer Gross gave sponsor testimony alongside Representative Nick Santucci.
“Ohioans should have greater insight into how the foods we eat impact our health,” said Gross. “By passing this resolution, Ohio would not only protect its own population but also lead a national effort to ensure a food system that supports health and longevity for future generations.”
House Resolution 14 awaits further consideration from the House Agriculture Committee.
District 45 Happenings
Economic Development Project
GE Aerospace announced they will be opening a new facility in the Cincinnati area and upgrade their existing facility in the West Chester area. The project is spearheaded by GE Aerospace in partnership with JobsOhio.
According to GE Aerospace, the company plans to invest over $113 million into facilities in the Cincinnati area to upgrade facilities and install new equipment. GE Aerospace also plans to devote an additional $14 million to its West Chester area facility to add or upgrade equipment. These funding increases will allow GE to expand its operations in the region, creating over 5,000 jobs in the coming years.
“I’d like to thank GE Aerospace for investing in the 45th House District and continuing to build up the area’s economy by providing quality job opportunities for thousands,” said Gross.

I am proud to have supported H.B. 28, which passed the House and has begun hearings in the Senate Ways and Means Committee.
Currently, local governments throughout Ohio can impose replacement levies when a levy runs out. Replacement levies create property taxes at the same level as the levy they replace, but are allowed to collect a larger amount of money as the property value in that area grows. This means that local officials can collect more in taxes than they originally promised. However, H.B. 28 aims to prevent this by removing the authority to levy replacement taxes from local governments, ending this deceptive practice.
This is just the beginning of what the General Assembly can accomplish for the taxpayer. I have heard your concerns over the historic property tax increases, and I look forward to following this bill as it progresses through the Senate.
