Legislative Update
Sub. House Bill 54 - Ohio House Transportation Budget
Sub. House Bill 54 is the primary mechanism to fund transportation infrastructure development and maintenance for FY 2026 and 2027. It invests more than $11.48 billion over the biennium into highway construction and maintenance and provides funding for safety upgrades to Ohio roadways. Sub. House Bill 54 includes provisions that aim to preserve Ohio’s vital infrastructure, promote economic development, and boost public safety. House Bill 54 passed out of the House unanimously.
“House Bill 54 is still about planes, trains and automobiles. I applaud the Senate for another unanimous vote on a bill that will protect our infrastructure and build for the future of transportation in Ohio.” said Rep. Willis
Sub. House Bill 54 now awaits for Governor DeWine's signature.
House Bill 3 - School Bus Safety Act
House Bill 3, the "School Bus Safety Act," introduces measures to enhance school bus safety, increase penalties for violations, and educate the public about school bus-related laws.
Key Provisions Include:
- Enhanced Penalties for Passing Stopped School Buses
- School Bus Cameras
- A School Bus Safety Fund & Grant Program
- Public Education Initiatives
House Bill 3 works to strengthen enforcement against school bus safety violations, promote safer transportation options, and educate drivers about their legal obligations, aiming to reduce accidents and improve safety for students.

House Bill 5 - Enact the Repeat Offender Act
House Bill 5 works to increase penalties for the most dangerous offenders in our communities without changing any gun laws that would affect law-abiding gun owners.
The Repeat Offender Act will generally increase penalties for violent offenders in possession of a firearm while they are under disability for previous felony convictions. The legislation will also create a weapons-specific criminal enhancement for repeat offenders who continue to violate their weapon restriction.
“As a staunch second amendment supporter I will continue to fight for Ohioans' right to legal gun ownership. Unfortunately, there are a few that don’t care about the law and continue to carry out acts of gun violence even when they are not legally allowed to possess such weapons. These individuals must be stopped and this is why I have introduced this legislation to increase their time behind bars.” said Rep. Willis.
