Availability of Draft for Comment – General Permit 12.3.1 and 12.3.2 Oil and Gas Well-site Production Operations with a Small or Large Flare
The Ohio Environmental Protection Agency, Division of Air Pollution Control (DAPC) is making available draft model general permits (MGP) for oil and gas well site production operations, which commenced construction, modification or reconstruction after December 6, 2022. There are two general permits available for public comment, MGP 12.3.1 (small flare) and MGP 12.3.2 (large flare). The general permits incorporate 40 CFR Part 60 Subpart OOOOb requirements, and will authorize the installation of the following emission units at oil and gas well site production operations:
- Fugitive Equipment/Pipeline Leaks
- Dehydration System(s)
- Spark Ignition Internal Combustion Engines
- Enclosed or Open Flare(s)/Combustion Device(s)
- Blowdowns/Rod Packing Emissions
- Truck Loading
- Condensate and/or Produced Water Tank Batteries
Additional information regarding the general permit program, general permit terms and conditions, and instructions for applying for the general permits can be found on the Ohio EPA webpage. The Ohio EPA, DAPC general permit program is regulated under OAC 3745-31-29. This notice is being issued in order to fulfill the requirements of OAC Rule 3745-31-29(A)(3). The draft general permits and supporting documentation are available electronically for review. Comments will be accepted until Monday, March 31, 2025.
