2025 Special Education Rating Release
The Ohio Department of Education and Workforce released the 2025 Special Education Ratings for all districts and community schools on Nov. 12, 2025. As required under the Individuals with Disabilities Education Act (IDEA), each year, districts and schools in Ohio receive a rating evaluating the performance of their special education programs. These ratings are based on final data submitted through the Education Management Information System (EMIS) and result in one of four possible ratings: Meets Requirements, Needs Assistance, Needs Intervention, or Needs Substantial Intervention.
Access
The Special Education Rating is available through the OHID Portal. Users will need OHID accounts to access the portal. Follow these steps to create an account if necessary. For technical support with an OHID account, please contact the Department at 877-644-6338 or Profile.Help@education.ohio.gov.
District users must have one of the following roles in the Ohio Educational Directory System (OEDS), assigned by their district/community school’s OEDS administrator, to access these reports:
- Superintendent
- Assistant Superintendent
- Superintendent Designee
- Special Education Contact
- Director-Special Education-General
- Coordinator-Special Education-General
- Supervisor-Special Education-General
- Primary Contact-Sponsor
Users that need to access the reports but do not have one of these identified roles must contact their district/community school’s OEDS administrator.
Appeals
To submit a rating appeal, please complete an appeal form along with all supporting documentation by Nov. 26, 2025. The appeal form and detailed instructions are available within the online report.
