New deadline for remote learning plan submission
With the passage of House Bill 164, schools now have the option to consider remote learning plans as they prepare for the 2020-2021 school year. The deadline for submitting a remote learning plan has been extended to Aug. 21, 2020 to allow school leaders sufficient time to develop their remote learning models. Information about FY2021 subsidy payments
With the new fiscal year, the Department is beginning to process subsidy payments to the various entities that receive funding from the Department’s budget. The state Office of Budget and Management has directed all agencies to distribute subsidies for FY21 at the post-budget reduction FY20 levels. The first Foundation Payments of the year have been computed based on the reduced funding levels of FY20. This approach was referenced during last Thursday’s press conference announcing the school reopening guidance. The statement was made expressing the Administration’s intention, at this time, that schools be funded at a flat amount based on the 3.7% reduction implemented in FY20. The July #2 payment for traditional districts will be updated to reflect the additional funding provided to select traditional school districts in H.B. 164.
This approach is being taken to preserve the state’s options as the plan for ensuring a balanced FY21 continues to be developed. This does not mean that any specific or final decision has been made about reduced general revenue fund appropriations for FY21. Based on our review of district and school five-year forecasts, it appears that few schools and districts anticipated more than flat funding in FY21 compared to FY20. The Governor also indicated his intent to work with the legislature to pursue authority to provide some CARES Act funding to schools. We will keep you apprised of further developments that impact FY21 funding as they occur.
