OHIO REGIONAL LITERACY INSTITUTE
On Thursday, November 16th, the Ohio Department of Education’s Office for Exceptional Children will host participants for four 75-minute sessions providing state updates and essential content for those who oversee and provide literacy instruction to our most diverse learners.
Participants are invited to attend the session that corresponds with their region of the state:
- 8:00 - 9:15 am | Southeast (Note: Includes Franklin County)
- 12:45 - 2:00 pm | Northeast
- 2:45 - 4:00 pm | Northwest (Note: Includes Delaware County)
- 4:30 - 5:45 pm | Southwest

FEDERAL QUOTA REGISTRATION EYE REPORT REMINDER
Each December, the AT & AEM Center at OCALI conducts the Federal Quota Registration of Blind Students on behalf of the Ohio Department of Education, Office for Exceptional Children, to qualify students for the federal quota allotment of funds to purchase accessible educational materials. These include textbooks and instructional products available from the American Printing House for the Blind, Inc. (APH).
The beginning of the school year is an excellent time to review your students’ eye reports for currency and accuracy. If a student needs a more current eye report, several months may be required for an appointment with certain eye care professionals.
Please keep the following items in mind when reviewing eye reports for registration this coming January 2018:
Eye reports must be dated in the years 2015, 2016, or 2017.
One of two criteria must be met:

Meets the Definition of Blindness (MDB) - have a central visual acuity of 20/200 or less in the better eye with best correction (using the Snellen Chart) or a visual field of 20 degrees or less. The Snellen Chart has no lines between 20/100 and 20/200. Students are often measured on charts that include lines such as 20/160. If the doctor feels that the student would measure 20/200 on a Snellen Chart, then the student would qualify for registration (doctor must state this in the eye report).

Functions at the Definition of Blindness (FDB) - when visual function meets the definition of blindness as determined by an eye care specialist (ophthalmologist or optometrist) or another medical doctor such as a neurologist. Students in this category manifest unique visual characteristics often found in conditions referred to as neurological, cortical, or cerebral visual impairment (e.g., brain injury or dysfunction). The most currently used diagnosis by a doctor would likely be used such as Cortical Blindness, or any number of other terms implying unique visual characteristics.
The AT & AEM Center will be sending packets regarding the 2018 Federal Quota Registration of Blind Students to district Superintendents in December. Please use this time to review and update student eye reports prior to the annual registration.
