ODOT seeking public comment on projects


LIMA, Ohio (March 19, 2021) – The Ohio Department of Transportation (ODOT) District 1, in compliance with the National Environmental Policy Act (NEPA) and Executive Order 11988, is seeking public comments regarding the following proposed projects:

 

ALLEN COUNTY

State Route 66 / South Main Street roadway reconstruction (PID: 108644) The city of Delphos, in partnership with ODOT, is proposing a roadway reconstruction project along various routes in the city of Delphos: South Main Street (SR 66) starting south of 1st Street near the railroad tracks and continuing south onto Suthoff Street to the bridge over Flat Fork Creek, and Cleveland Street from the canal to the bridge over Flat Fork Creek. Reconstruction will include water line replacement, storm sewer improvements, pedestrian improvements, street lighting installation, and construction of a multi-use path along the west side of South Main Street from the start of the project to Suthoff Street. Additionally, water line work will continue on South Main Street, past Suthoff Street and onto Lincoln Street, ending at Delphos Waterworks Park. Construction activities will result in temporary roadway closures. Vehicular through traffic will be detoured temporarily. Access for local traffic to all properties will be maintained throughout construction.

A portion of this work near Lincoln Street will take place within the boundaries of Delphos Waterworks Park; work within the park will consist of water line replacement. The park is designated as a public recreational property that is owned and maintained by the city of Delphos. As a designated public recreational property, it is afforded protection under federal law. The use of federal funds requires measures to be developed to minimize harm and advance public notice be given of impacts to this recreational property.

Construction is anticipated to occur in the spring of 2023.

Work at this location will occur in the regulated floodplain of Flat Fork Creek. Impacts to this floodplain are anticipated to be minor and result in no rise in localized flood levels. DEFIANCE COUNTY

County Road 195 / Harding Road bridge maintenance (PID: 104253) – The Defiance County Engineer, in partnership with ODOT, is proposing to replace the bridge deck on County Road 195 (Harding Road) over the Auglaize River located southwest of the city of Defiance. Additionally, the existing guardrail will also be replaced. Construction activities will result in temporary roadway closures. Vehicular through traffic will be detoured temporarily. Access for local traffic to all properties will be maintained throughout construction.

Construction is anticipated to occur in the spring of 2022.

Work at this location will occur in the regulated floodplain for the Auglaize River. Impacts to this floodplain are anticipated to be minor and result in no rise in localized flood levels. DISTRICT WIDE

U.S. 24 pavement repair; Defiance & Paulding Counties (PID: 102773) – ODOT is proposing to repair the concrete pavement along U.S. 24 from the Indiana State line, through Paulding County, and ending at the Baltimore Street interchange in Defiance County on the north side of the city of Defiance. Construction activities may result in temporary ramp closures. Vehicular through traffic may be detoured temporarily.

Construction is anticipated to begin in the spring of 2022.

Signal replacement on various routes (PID: 107755) - ODOT is proposing to reconstruct the signals at three locations in District 1 (one in Defiance County and two in Hancock County) by removing them from the existing wire and mounting them to mast arms. Additionally, at the northeast corner of the Allen County State Route 117 intersection (with 309 / Kibby / Leonard), the existing signal pole will be replaced and relocated further back from the roadway. Construction activities will take place using flagging; therefore, no vehicular detours are anticipated.

  • Allen County –
    • State Route 117 at mile marker 18.33 (the intersection with State Route 309 / Kibby Street / Leonard Avenue) just west of the State Route 117 interchange with Interstate 75 in the city of Lima.
  • Defiance County –
    • State Route 18 at mile marker 27.32 (the intersection with State Route 281 / Dommersville Road / Florence Ave) on the east side of the city of Defiance.
  • Hancock County –
    • State Route 12 at mile marker 10.74 (the intersection with County Road 9) near Liberty Benton High School (west of the city of Findlay).
    • S. 224 at mile marker 10.75 (the intersection with County Road 140) on the west side of the city of Findlay.

Construction is anticipated to begin in the summer or fall of 2023.

Work at the Hancock County U.S. 224 location will occur within the regulated floodplain of the Blanchard River. Impacts to this floodplain are anticipated to be minor and result in no rise in localized flood levels. Culvert repairs on various routes (PID: 105735) - ODOT is proposing to rehabilitate six culverts (located in Hancock, Hardin, and Wyandot Counties) in order to extend the life of the existing structures. Construction activities may require temporary lane closures, but the need for full vehicular detours is not anticipated.

  • Hancock County –
    • S. 68 at mile marker 7.28 carrying an unnamed tributary to Eagle Creek, approximately 1.25 miles north of the village of Arlington.
    • State Route 103 at mile marker 8.14 carrying an unnamed tributary to Ottawa Creek, approximately 0.25 mile south of the village of Jenera.
    • S. 224 at mile marker 21.24 carrying an unnamed tributary to the Outlet Ditch, approximately 3.00 miles northeast of the city of Findlay.
  • Hardin County –
    • State Route 235 at mile marker 5.48 carrying Poe Ditch, approximately 3.00 miles north of the village of Roundhead.
    • State Route 701 at mile marker 4.24 carrying Hog Creek, approximately 4.25 miles east of the intersection with State Route 309.
  • Wyandot County –
    • State Route 199 at mile marker 1.89 carrying an unnamed tributary to the Sandusky River, approximately 1.25 miles south of the city of Upper Sandusky.

Construction is anticipated to begin in the spring of 2023.

Work at the Wyandot County State Route 199 location will occur within the regulated floodplain of the Sandusky River. Impacts to this floodplain are anticipated to be minor and result in no rise in localized flood levels. Bridge maintenance on various routes (PID: 102814) - ODOT is proposing to perform routine maintenance on various bridges throughout Allen, Hancock, Paulding, Putnam, Van Wert, and Wyandot Counties. Construction activities may require temporary lane closures, but the need for full vehicular detours is not required.

  • Allen County –
    • S. 30 at mile marker 2.42 over the Auglaize River, approximately 1.50 miles east of the city of Delphos.
    • S. 30 at mile marker 7.03 over the Ottawa River, approximately 3.50 miles west of the interchange with State Route 115.
  • Hancock County –
    • County Route 12 bridge over Interstate 75 at mile marker 6.33, approximately 5.50 miles northeast of the village of Bluffton.
  • Paulding County –
    • State Route 637 at mile marker 0.22 over Maddox Creek, approximately 1.50 miles south of village of Grover Hill.
  • Putnam County –
    • State Route 12 at mile marker 3.70 over Plum Creek, located on the southwest side of the village of Columbus Grove.
    • State Route 634 at mile marker 10.27 over the Auglaize River, located just south of the village of Dupont and approximately 6.75 miles northwest of the village of Kalida.
  • Van Wert County –
    • Township Road 127 (Gililand Road) bridge over U.S. 30 at mile marker 15.81, approximately 2.75 miles east of the city of Van Wert.
    • County Route 173 (Dog Creek Road) over U.S. 30 at mile marker 19.96, approximately 7.00 miles east of the city of Van Wert.
  • Wyandot County –
    • S. 23 at mile marker 7.67 over the Sandusky River, approximately 1.25 miles south of the U.S. 23 and U.S. 30 interchange on the east side of the city of Upper Sandusky.
    • S. 23 at mile marker 10.17 over the railroads, approximately 0.50 miles north of the U.S. 23 and U.S. 30 interchange on the east side of the city of Upper Sandusky.

Construction is anticipated to begin in the spring of 2022.

Work at some of these structures will occur within the boundaries of regulated floodplains. Impacts to these floodplains are anticipated to be minor and result in no rise in localized flood levels. Culvert maintenance on various routes (PID: 107845) - ODOT is proposing to perform routine maintenance on various culverts throughout Allen, Defiance, Hancock, Paulding, Putnam, and Wyandot Counties. Construction activities may require temporary lane closures, but the need for full vehicular detours is not required.

  • Allen County –
    • State Route 117 at mile marker 27.84 over Beaver Dam Branch, approximately 9.00 miles southeast of the city of Lima.
  • Defiance County –
    • State Route 2 at mile marker 15.62 over an unnamed tributary to Little Lick Creek, approximately 1.00 mile south of the village of Williams Center and the Defiance County line.
  • Hancock County –
    • State Route 613 structures at mile markers 2.10 over an unnamed tributary to Needles Creek, approximately 2.25 miles southwest of the village of McComb.
  • Paulding County –
    • State Route 49 at mile marker 3.02 over an unnamed tributary to Flatrock Creek, approximately 2.75 miles south of the village of Payne.
    • State Route 49 at mile marker 9.09 over Big Run, approximately 2.25 miles north of the village of Payne.
  • Putnam County –
    • State Route 114 at mile marker 6.00 over an unnamed tributary to the Auglaize River, approximately 1.25 miles northwest of the village of Kalida.
    • State Route 694 at mile marker 0.23 over an unnamed tributary to the Auglaize River, approximately 4.75 miles northwest of the village of Kalida.
  • Wyandot County –
    • State Route 103 at mile marker 4.49 over Spring Run, approximately 0.75 miles west of the village of Carey.
    • State Route 587 at mile marker 0.22 over an unnamed tributary to Thorn Run, on the northwest side of Village of McCutchenville just south of the Seneca County line.

Construction is anticipated to begin in the spring of 2022.
