Supportive Housing Program Application - Attachments Posted
The Program Year (PY) 2022 Supportive Housing Program (SHP) application will be open in OCEAN on Tuesday, August 23, 2022. Application information and documents are now available on OCD’s Technical Assistance website. Click here to review the application instructions and required documents. The submission deadline for the PY 2022 SHP Program application is Friday, October 7, 2022, at 11:59 p.m. EST.
Homeless Crisis Response Program: Federal and State Split Instruction Addendum and Allocation Table Posted
The Office of Community Development (OCD) provides funding to Homeless Crisis Response Program (HCRP) grantees using a combination of Emergency Solutions Grant (ESG) funds and Ohio Housing Trust Funds (OHTF). Because these two funding sources operate on different grant cycles, several HCRP grantees will receive both an ESG and OHTF allocation.
The amount of ESG and OHTF allocated for each program is listed in the 2022 Allocation Table. Agencies receiving both an ESG and OHTF allocation will need to complete two separate 2022 HCRP applications in OCEAN, while agencies receiving an OHTF only allocation will submit a single HCRP 2022 application.
Agencies receiving both an ESG and OHTF allocation will submit two identical OCEAN applications except for anything related to the budget, which includes: Financing Data, Project Details, Activity Information, Activity Leveraging, and the attached budget document. These items will differ based on their respective ESG and OHTF allocations. The ESG allocation also includes an administrative amount and ESG grantees will need to apply for that amount to maximize the amount of ESG funds available for the HCRP. Historical Outcomes, Projected Outcomes and all other Grant Request Documents will be the same for both applications.
The ESG grant work period will be 18 months (1/1/2023 - 6/30/2024) and the OHTF grant work period will be 24 months (1/1/2023 - 12/31/2024) to reflect the different ESG and OHTF program cycles. Therefore, grantees should expend their ESG grants funds prior to expending their OHTF grant funds. Agencies receiving both ESG and OHTF funding should not create separate Homeless Management Information Systems (HMIS) projects for the different funding sources.
Grantees receiving federal funds should attach proof of an active Unique Entity Identifier (formerly DUNS) with the System for Award Management in OCEAN. For more information and to view the Allocation Table, click here.
Supportive Housing Program – Match Funding Available
The Ohio Department of Mental Health and Addiction Services (MHAS) is offering a match funding opportunity for the Supportive Housing Program (SHP) grant. Interested and qualified entities applying for SHP are encouraged to take advantage of these funds.
To learn more about the match opportunity, click here. The request for match application can be found here. Requests for match must use the attached forms and be signed by the local ADAMHS/ADM/MHRB Board.
More information about the SHP Pre-Application is available here. The SHP grant is managed through the Ohio Department of Development. All applicants interested in matching funding must also apply through Development’s SHP grant process. If selected for the match funding opportunity, MHAS will supply a letter of match commitment to be included in the SHP application submission. The SHP application is due to Development on August 5, 2022. The due date for match applications is July 29, 2022, to allow for the pre-application to be completed by MHAS and sent back to the grantee to include in their SHP application. The match applications will be reviewed on a first come, first serve basis, and can be submitted earlier than the due date.
Please note that the SHP application for SHP renewals will be released on August 23, 2022. MHAS will also be releasing another match application for those renewal programs to coincide with the application. This application process noted in this email is for new or expanded SHP grants only. Renewals should apply after August 23rd.

Residential Public Infrastructure Grant and Economic Development Applications Available
Application documents for the PY 2022 Residential Public Infrastructure Grant (RPIG) program are now available on the Technical Assistance site. Those interested in applying should fill out the Letter of Interest and return to Wesley.Watkins@development.ohio.gov. Once reviewed, the grantee will be notified and a full application will be available in OCEAN in the coming weeks.
