UPDATED Supportive Housing Program Pre-Application Instructions and Documents Posted
There will be additional funding for new or expanded SHP projects competing this year. Development anticipates distributing $1.2 million in additional funding for the Supportive Housing Program.
Pre-application instructions and documents for the new PY 22 Supportive Housing Program (SHP) are now available on the TA site.
Potential applicants include PY 2020 SHP expansions or new grantees.
Projects selected for funding will be incorporated into the PY 2022 SHP allocation and must submit a PY 2022 SHP application in OCEAN by October 7, 2022. PY 2020 SHP renewal applicants allocated additional funding for new or expanded projects should include those projects in their renewal applications. Application materials and allocation amounts will be posted to the OCD TA site no later than August 23, 2022.
Important Dates: August 5, 2022 – Pre-applications due to Christina.Blair@development.ohio.gov October 7, 2022 – SHP applications due in OCEAN.
Homeless Crisis Response Program
The 2022 HCRP allocation will be limited to renewal funding for PY 2020 HCRP funded projects. There are no additional funds available for new or expansion shelter projects due to caps on both Emergency Solutions Grant and Ohio Housing Trust Fund. PY 2022 HCRP allocations will be posted to the OCD TA site by no later than August 8, 2022 and will be due in OCEAN September 23, 2022.
Residential Public Infrastructure Grant and Economic Development Applications Available
Application documents for the PY 2022 Residential Public Infrastructure Grant (RPIG) program are now available on the Technical Assistance site. Those interested in applying should fill out the Letter of Interest and return to Wesley.Watkins@development.ohio.gov. Once reviewed, the grantee will be notified and a full application will be available in OCEAN on or around July 1st, 2022.

Those interested in applying should fill out the Pre-Application and return to Benjamin.Kepple@development.ohio.gov. Urgent: PY 2022 Community Development OCEAN Application Fixes
OCD is aware of several issues related to uploading documents in the Allocation, Critical Infrastructure, and Neighborhood Revitalization applications in OCEAN. OCD has prepared guidance below for workarounds to these errors, but grantees should also utilize the attachment checklist that is included with the application documents on the Technical Assistance site here to ensure they are submitting a complete application.
Allocation Problem: The Program Narrative attachment type is missing from the drop-down in the Grant Request Documents tab Solution: Grantees should upload the Program Narrative as an Other Additional Document
Problem: Required Force Account Labor validation error Solution: If grantee will not be utilizing Force Account Labor, upload blank form to remove error
Neighborhood Revitalization Problem: Grantees might see new validation errors for attachments already uploaded Solution: Grantees should upload a blank form to clear the validation error (please double check the checklist for completeness).
Critical Infrastructure Problem: Project-specific attachments aren’t able to be uploaded via the construction project, only the Administration project; the project is missing from the attachments drop-down for each project-specific attachment. Solution: Attachments can be uploaded under the Administration project to remove the validation error for each required project-specific document.
Problem: Four separate cost estimate types now appear in the attachment drop-down menu. Solution: Grantees should utilize the first cost estimate shown in the drop-down menu; OCD is working to remove the invalid options. If a validation error occurs, grantees should upload a blank form to remove the error.
PY 2022 Community Development Program Application Information
- Application documents for the PY 2022 Allocation, Critical Infrastructure, and Neighborhood Revitalization Programs have been posted to the OCD Technical Assistance site, and can be found here.
- The recording from the PY 2022 Community Development Application Training is available here.
- Allocation applications became available in OCEAN on May 16, 2022.
- The acceptance period for pre-applications for Round One Critical Infrastructure and Neighborhood Revitalization projects has been extended. Pre-applications for both programs were due on Friday, June 17, 2022.
- The application deadline for all applications has been extended. All applications, including Round One Critical Infrastructure projects, are now due by midnight on Wednesday, June 29, 2022.
- To initiate your community's Allocation application in OCEAN, you must first select "Active Application" from the Application drop down menu. Then, select your community name and select "Community Development Program" from the Application Type menu. This should cause the "Initiate Application" button to become active; click this button to open your Allocation application.
