PY 2022 Community Development Program Application Information
- Application documents for the PY 2022 Allocation, Critical Infrastructure, and Neighborhood Revitalization Programs have been posted to the OCD Technical Assistance site, and can be found here.
- The recording from the PY 2022 Community Development Application Training is available here.
- Allocation applications became available in OCEAN on May 16, 2022.
- Pre-applications for Critical Infrastructure and Neighborhood Revitalization projects are due by June 3, 2022, for consideration during this funding round.
- All applications, including Round One Critical Infrastructure projects, are due by midnight on Wednesday, June 15, 2022.
- To initiate your community's Allocation application in OCEAN, you must first select "Active Application" from the Application drop down menu. Then, select your community name and select "Community Development Program" from the Application Type menu. This should cause the "Initiate Application" button to become active; click this button to open your Allocation application.

Notice of Grant Draw Request Shutdown
At the end of every state fiscal year, Ohio’s State Accounting Office shuts down all payment processing for several weeks.
Grantees should carefully consider their funding needs for the period from June 15, 2022 - July 1, 2022, to avoid payment delays and/or cash shortages during the shutdown period. The last day OCD will process grant draw requests will be June 15, 2022. The annual fiscal year cut-off happens at the end of June; in preparation for the financial close-out process grantees should submit requests for funds (draw requests) that are needed for program operations during the shutdown no later than June 15, 2022. Any draw requests received after June 15th will not be processed for payment until July 1, 2022.
Program Year (PY) 2022 CHIP Program Application
Applications for the PY 2022 CHIP program are due on Wednesday, June 22, 2022.
- The final version of the PY 2022 CHIP Application and application attachments have been posted.
- UPDATE: The Application Alternative Form for Option of Past Performance. Expunged deadline has been extended to June 22, 2022.
- The OCEAN application is live.
- Program application training recording has been posted to the application page, and on YouTube.

ESG-CV Funding Extension Clarification
In the May 5 issue of the OCD Digest, OCD shared HUD's announced extensions for the ESG-CV completion dates. Please see below for additional information on those dates.
Recipients must expend all amounts awarded through their first and second allocations of ESG-CV funds by September 30, 2023.
- This is the date applicable to current ESG-CV grantees. Grantees are encouraged to submit requests for amendment for increased funding through that date, if needed. Grant Managers will begin processing amendments for date extensions. Grantees will need to sign an updated grant agreement.
Administration and HMIS funds necessary for ESG-CV closeout must be expended by December 31, 2023.
- This will apply to COHHIO and the state. All data collections and administrative costs must be expended during the grant period listed on your updated amendment.
If a recipient receives additional funds through reallocation, all of those funds must be expended by June 30, 2024.
- HUD has not yet reallocated ESG-CV funding to Ohio, and we do not know at this time if that will occur. Therefore, this date only applies to what may happen in the future. Should an agency receive reallocated funds from HUD, this date will be reflected in their grant agreement.

Ohio Consolidated Plan HCRP/SHP Updates
The Office of Community Development is revising the HCRP and SHP application and pre-application due dates in the draft Ohio Consolidated Plan to allow sufficient time for pre-applications to be prepared for any new funding that may be available. OCD will finalize those dates once HUD releases its 2023 ESG allocations and the 2022 OHTF budget has been approved.

CHIP Program Limit Structure Change
The Ohio Department of Development’s Office of Community Development (OCD) is providing a project limit increase for all active program years for the Community Housing Impact and Preservation (CHIP) Program.
Due to the current economic state and rising costs of construction materials, OCD will be evaluating project limit increases annually verses by program year within each application. The published project limits will be for all active program years on the date the memo is issued, April 7, 2022.
