Applications for the PY 2022 CHIP program are due on Wednesday, June 22, 2022.

PY 2022 Community Development Application Training Recording Available
The recording from the PY 2022 Community Development Application Training is available here.
Applications for the PY 2022 Community Development Program will open in OCEAN on May 16, 2022; OCD will post the application documents on the Technical Assistance site prior to the application opening. Applications for the Allocation, Neighborhood Revitalization, and Round One Critical Infrastructure programs are due by 11:59 p.m. on June 15, 2022.

CHIP Program Limit Structure Change
The Ohio Department of Development’s Office of Community Development (OCD) is providing a project limit increase for all active program years for the Community Housing Impact and Preservation (CHIP) Program.
Due to the current economic state and rising costs of construction materials, OCD will be evaluating project limit increases annually verses by program year within each application. The published project limits will be for all active program years on the date the memo is issued, April 7, 2022.

ESG-CV Funding Extension
HUD has extended ESG-CV funding. In order to take full advantage of the extension, the state must meet the 50% expenditure deadline by June 12. Grantees are encouraged to submit an amendment to request additional funds if they are low on or out of funding.
Grantees facing challenges spending their funds should consider submitting an amendment revising their plan to ensure that they can utilize funds more effectively, and to avoid a loss of funds through a reallocation process. The Ohio Department of Development is open to utilizing funds for adding staff for coordinated entry, landlord retention and recruitment, and other necessary adaptations. The 35% cap on supportive services has also been removed. Grantees may increase staff salaries to remain competitive in the job market. Please contact your grant manager to discuss challenges to see if your needs are eligible under the regulations.
ESG-CV expenditure deadline changes:
- Recipients must expend all amounts awarded through their first and second allocations of ESG-CV funds by September 30, 2023
- Administration and HMIS funds necessary for ESG-CV closeout must be expended by December 31, 2023
- If a recipient receives additional funds through reallocation, all of those funds must be expended by June 30, 2024
ESG-CV grantees not submitting amendments will receive an extension to continue operations through 9/30/2023 in May. The timing extension amendments will be completed by Grant Managers on grants not otherwise modified but will require a new grant agreement be signed.

Street Outreach Program Grant Funding Available through HHS
The Street Outreach Program (SOP) provides street-based services to runaway, homeless, and street youth who have been subjected to or are at risk of being subjected to sexual abuse, prostitution, sexual exploitation, and severe forms of human trafficking in persons. These services, targeted in areas where street youth congregate, are designed to assist such youth in making healthy choices and providing them access to shelter as well as basic needs, including food, hygiene packages and information on a rage of available services. Overview of Procurement Requirements for Federally Funded OCD Programs
OCD issued Program Policy 21-03 effective July 1, 2021. Changes to the policy can impact how grantees procure administrators for federally funded OCD Programs. An overview of the updates from OCD Program Policy 20-02 are as follows:
- Cooperative Purchasing section (added ORC 9.48 item);
- Interagency Agreement section (does not allow for non-competitive procurement of a Community Action Agency, Community Improvement Corporation, or Economic Development Corporation); and
- The Section 3 section (updated to reflect new HUD rule).

Important Information for CHIP Program Grantees
Many CHIP Program Grantees are out of compliance with OCD Program Policy 18-02. After drawing all funds for a project site address, grantees must ensure that site address is in Complete status in OCEAN. All grantees should immediately review their address status and complete any addresses out of compliance. Please see OCD Program Policy 18-02 for more information.
