Stronger Together Series Explores Maternal, Child, and Family Health Programs on March 10
Team members from the Ohio Department of Health's Bureau of Maternal, Child, and Family Health programs will present information on programs that directly serve Ohio's women, mothers, infants, children, families, and local agency staff during the next installment of Stronger Together on Monday, March 10.
Stronger Together is a bi-monthly webinar series designed to increase awareness of programs supporting Ohio's children and families.
The presentation will take place from 10 - 11 a.m. and include information on eligibility requirements, available services, and how to access them. This session will highlight WIC, Complex Medical Assistance, Early Childhood Health, School Nursing, Children’s Hearing and Vision, Adolescent Resiliency, Pediatric Mental Health, Youth Homelessness, Oral Health, and more.

DCY rule numbers have been updated! Codes.ohio.gov now shows all DCY rules under their new 5180 number designation. If you look for our rules at their old web addresses, you will be directed to visit their new pages. Be sure to update your bookmarks and favorites to maintain quick access!

Ohio Infant Mortality Scorecard: A Key Resource for Public Health
The Ohio Infant Mortality Scorecard is a new resource providing reliable data on infant mortality and related factors, such as prematurity and low birth weight, using datasets from the Data Ohio Portal (DOP). Its purpose is to offer accurate information, ensure transparency in rate calculations, and align with the Department of Children and Youth’s (DCY) annual Infant Mortality report to support public health decision-making while maintaining data confidentiality. Prior year Infant Mortality reports are available on the DCY website.
The scorecard displays estimates in 12-month periods that overlap by three months to account for rate fluctuations. Users can toggle between two views: the scorecard view, a table with rates for each measure, and the trend view, which shows data trends over multiple periods. Definitions and targets from the State Health Improvement Plan and Healthy People 2030 are provided when available.
Now hosted on the Innovate Ohio Platform, the redesigned scorecard improves accessibility and helps stakeholders, such as state agencies and medical providers, make informed decisions to reduce infant mortality in Ohio.
Report Detailing Pregnancy-Associated Mortality Dedicated to Deceased Moms
We are grateful to be able to share with you our newest report: “A Report on Pregnancy-Related Deaths in Ohio, 2020.” The report be found here on our updated website at the Department of Children and Youth.
The Ohio Department of Health (ODH) and the Ohio Department of Children and Youth (DCY) express gratitude to those who have contributed to and supported the vital work of the Pregnancy-Associated Mortality Review (PAMR) committee. With a mission to review all pregnancy-associated deaths in Ohio, as well as develop recommendations for the prevention of maternal deaths, we thank committee members for closely reviewing each death and their devotion to thoughtfully constructing recommendations to prevent future deaths. We extend our gratitude to those who are implementing PAMR recommendations in their communities. With deep respect and reverence, we dedicate this report to the memory of the 130 women who died of pregnancy-associated deaths in 2020 and their loved ones.
This report reflects a single year of data. In 2020, 130 women died of pregnancy-associated deaths. Of the deaths reviewed by the committee, 28% were determined to be related to pregnancy. Disparities in pregnancy-related death persisted, with Black women dying of pregnancy-related causes at a disproportionate rate. Finally, in 2020 infection was the leading cause of pregnancy-related death overall, which includes deaths due to COVID-19.

Toolkit Empowers Community-Based Organizations
A Toolkit for Accessible and Equitable State Funding addresses specific challenges identified by Ohio community-based organizations (CBOs) in accessing state funds. Co-designed with the Ohio Council to Advance Maternal Health and informed by feedback from Ohio’s community organizations, this toolkit provides practical solutions and best practices for government entities to enhance the effectiveness and equity of state funding processes.

The Center for the Young Child is excited to announce that the PBIS and Young Learners module series is now available. These modules are a great tool for administrators, early childhood professionals, family members, and other community members to learn about developing teams and implementing Positive Behavioral Interventions and Supports (PBIS) in early childhood settings.

Webinar Promotes Support of Language Growth in Preschoolers
This webinar, presented by Amy Urban, Foundational Literacy Specialist from the Educational Service Center of Central Ohio, provides participants with a foundational understanding of language development in children from birth to age five. Grounded in the science of reading, the session explores key milestones in early literacy and emphasizes the importance of oral language for future reading success. Participants will discuss best practices that support language growth, including rich conversations, dialogic reading, and playful literacy activities. Attendees will gain a deeper understanding of the complexities of language development and its impact on lifelong learning in young children.

April 4 Webinar Explores Onboarding Paraprofessionals in Early Childhood
Paraeducators play a vital role in early childhood settings, supporting children with developmental disabilities and complex needs, yet they often lack sufficient training. This session introduces participants to the Ohio Partnership for Excellence in Paraprofessional Preparation (OPEPP) and highlights strategies for onboarding and professional development to help paraeducators address social-emotional development, behavior management, and interventions in literacy, sensory regulation, communication, and physical positioning. It also emphasizes equipping educators to coach and collaborate with paraeducators, empowering them to thrive as key members of early childhood multidisciplinary teams.

Proposed Bridges Rules Open for Comment
DCY is proposing changes to the following rules as a result of program updates and Five Year Rule Review:
- (New) OAC 5180:5-50-01, 5-50-02, and 5-50-03
- (Rescinded) OAC 5180:2-50-01, 2-50-02, 2-50-03, 2-50-04, 2-50-05. 2-50-06, 2-50-07, and 2-50-08.
These rules are open for comment between March 3, 2025 and March 10, 2025.
