Madden appointed DAS director
DAS welcomes Kathleen C. Madden as Director, effective July 5. Madden’s appointment follows the departure of Director Matt Damschroder to the permanent role at the Ohio Department of Job and Family Services (JFS).
In announcing the appointment of Madden and Damschroder to permanent roles as directors at DAS and JFS, Governor Mike DeWine said, "Matt and Kathleen have been key members of my administration since the beginning and are both dedicated public servants who are passionate about making government work for all Ohioans. Both have brought positive changes and oversight to their departments and programs during particularly difficult times.”
Madden is a seasoned government administrator and attorney with experience managing large-scale fiscal, legal, human resources, and IT projects and services. Prior to joining DAS, Madden served as Chief of Staff for the Ohio Department of Health where she managed agency operations and critical projects for the last seven months.

Department of Development now one-stop shop for Ohio minority, disadvantaged businesses
With the signing of the biennial budget on June 30, Governor Mike DeWine approved the transfer of the responsibilities of the DAS Equal Opportunity Division to the Ohio Department of Development. This includes management of the Minority Business Enterprise; Encouraging Diversity, Growth, and Equity; Women's Business Enterprise; and Veteran-Friendly Business Enterprise programs.
The move aligns with Development’s core mission to assist small and minority businesses with their growth and development. The agency already has a strong support structure for Ohio minority- and disadvantaged-businesses with a regional network of Small Business Development Centers, Minority Business Assistance Centers, procurement, and export assistance centers.
DAS has long been committed to supporting the growth of small, minority, and economically disadvantaged businesses with management of the State’s certification programs. The new structure will build on those efforts while better supporting the lifecycle of these businesses by offering the convenience of accessing business-development services through a one-stop shop.

Syler nominated for Public Fleet Hall of Fame
Congratulations to Ohio Fleet Administrator Darryl Syler for his nomination to the 2021 Public Fleet Hall of Fame!
Syler leads the Office of Fleet Management, housed within the General Services Division of DAS, overseeing the comprehensive motor vehicle management services DAS provides to State agencies. Those services include vehicle purchases and disposal, leasing, motor pool management, fuel/maintenance procurement cards, manufacturer recall oversight, compliance reporting, accident management, and vehicle assignment authorizations.
Since assuming his position in 2019, Syler has been focusing the State’s fleet management efforts on saving millions by reducing the size of the State fleet and transitioning agency fleets to the DAS Managed Fleet Program and establishing a sustainable fleet policy.
