Notice of Public Rules Hearing

In accordance with Chapter 119 of the Revised Code (R.C.), the Director of the Ohio Department of Health announces a Public Hearing at the date and time listed above to hear comments regarding the following action:
3701-71 - Ohio Chiropractor Loan Repayment
3701-71-01 – Definitions
This rule provides definitions which will be used for the Chiropractic Loan Repayment Program.
3701-71-02 – Eligibility and application process
This rule will describe eligibility criteria for chiropractors seeking to participate in the program, the
process for apply to the program, and the process for selecting providers who have applied.
3701-71-03 – Requirements for contract
This rule describes criteria required to be in the contract between participating chiropractors and the
Ohio Department of Health.
3701-71-04 – Chiropractic health resource shortage areas
This rule defines underserved areas of Ohio which Chiropractors participating in the program will be
eligible to practice and how priorities will be determined within different underserved areas.

In accordance with ORC Section 119.03 (D), any person affected by the proposed action may appear and be heard. Any such person may be represented by an attorney, present their positions, arguments, or contentions orally or in writing, may offer witnesses, and may present evidence tending to show that the proposed rule, if adopted or effectuated, will be unreasonable or unlawful. To aid in organizing the meeting, any persons intending to testify at the Public Hearing or planning to observe are encouraged to email Alicyn.Carrel@odh.ohio.gov immediately.

The public hearing is open to the public and will be held in-person in Basement Conference Room A at 35 E. Chestnut Street, Columbus, Ohio on April 14, 2025 at 11:00am. For those who wish to attend virtually, the Microsoft Teams meeting link is included in this notice. While not required, members of the public planning to attend in person may RSVP by email to Alicyn.Carrel@odh.ohio.gov to expedite the building security process.
