Ensuring a smooth transition to the electronic submission mandate for Form RFA-2 

The New York State Workers’ Compensation Board (Board) is transitioning to the electronic submission of the Request for Further Action by Insurer/Employer (Form RFA-2) in early 2026 (exact date to be announced), but insurers and employers should start preparing now. Once implemented, the RFA-2 form will switch to an online submission and routing process — allowing insurers and employers to enter pertinent information resulting in quicker, more efficient Board processing and response. 

How can you prepare?

If you haven’t already done so, take time now to register for eCase. Once available, the electronic RFA-2 can be submitted in eCase through an eForm that is immediately validated and placed in the electronic case folder. The process of filing an RFA-2 eForm via eCase is very simple and will not require any testing or additional registration steps. 

Insurers/employers will also have the option to submit the RFA-2 eForm using XML. The Board will accept XML filings through our Application Program Interface (API) service or through an XML file via Secure File Transfer Protocol (sFTP) transmission. This technology allows your organization’s computer system to transmit data directly to the Board, resulting in the eForm’s immediate validation and placement in eCase (if accepted). 

ACTION REQUIRED — API & sFTP interest

Organizations who wish to take advantage of API and sFTP submissions must email eforms@wcb.ny.gov by June 16 indicating your interest in these options. Based upon interest received, the Board will schedule technical webinars to go over these electronic submission options in more detail. 

Updated XML data specifications for the electronic API and sFTP submission options have been published on the Board’s eForms page. 

Implementation 

The Board announced via Subject Number 046-1715 on September 12, 2024, it would be transitioning to the electronic submission of the RFA-2 form.  

The Board will provide at least four weeks’ notice before implementation. After the effective date, the Board will not accept or act on paper RFA-2 forms submitted by insurers/employers.
