The eCase document upload feature allows injured workers, payers, and attorneys to upload documents directly to the case folder to use as evidence at scheduled hearings. The document upload feature is not a means to submit claim documents for processing. Once a hearing has concluded, documents can only be filed with the Board via email (wcbclaimsfiling@wcb.ny.gov) or regular mail (P.O. Box 5205, Binghamton, NY 13902-5205). Following this protocol will ensure that documents are promptly addressed by a judge at a hearing or by the Claims unit thereafter.
Additional forms eligible for eCase document upload for payers
The Employer's Report of Injured Employee's Change in Status or Return to Work (Form C-11) is now eligible for eCase document upload for payers.
Section 32 forms no longer eligible for eCase document upload
Since Section 32 forms are not used as evidence in a hearing, the following forms have been removed from the list of forms eligible for eCase document upload:

Waiver Agreement - Section 32 WCL (Form C-32)

Section 32 Settlement Agreement: Claimant Release (Form C-32.1)

Settlement Agreement - Section 32 WCL Indemnity Only Settlement Agreement (Form C-32-I)
If a Section 32 agreement has been reached at least 10 days prior to a scheduled hearing, parties are encouraged to inform the Board before the hearing by sending correspondence to the Board file.
If the Section 32 papers are completed where there is no hearing scheduled, simply email or mail the documents to the Board file once completed. Upon receipt, the C-32 form ID will trigger automatic Board action; no RFA or correspondence is necessary.
