OnBoard: Limited Release - Phase Three Coming May 2; New Training for Health Care Providers

The second phase of OnBoard: Limited Release (OBLR) went live on April 4, 2022, and Durable Medical Equipment (DME) prior authorization requests (PAR) are successfully flowing through the system each day.

The final step in OBLR’s three-part rollout, Phase Three, introduces Treatment/Testing prior authorization requests, and will be implemented on May 2, 2022. Please read on for information on the rollout schedule, what you need to know for Phase Three, and upcoming training opportunities for health care providers. 

Rollout Schedule

OBLR is moving several key processes for health care providers and payers from paper to online. Here is a quick reminder on the implementation schedule:

Phase Three: Treatment/Testing

The PAR types for treatment/testing will be implemented in Phase Three. The Board has created new training to assist you. View the new instructions listed below on the training web page for health care providers

OBLR will use the information that health care providers enter to determine which type of PAR needs to be submitted.

  • MTG Confirmation PARs will be used to request confirmation from the insurer that the procedure or test is based on a correct application of the Medical Treatment Guidelines (MTGs), which was previously done using the Attending Doctor's Request for Optional Prior Approval and Carrier's/Employer's Response (Form MG-1). Note: Prior to the implementation of OBLR, MG-1s were optional for both the provider and the payer. With the implementation of OBLR, Confirmation PARs will continue to be optional for the provider, but if submitted, will be mandatory for the payer.
  • MTG Variance PARs will be used to request testing or treatment that varies from the MTGs applicable to the body part or condition being treated, which was previously done using the Attending Doctor's Request for Approval of Variance and Carrier's Response (Form MG-2).
  • MTG Special Services PARs will be used to request authorization for special service(s), which was previously done using the Attending Doctor's Request for Authorization and Carrier's Response (Form C-4AUTH). Note: This process will mirror the MTG Variance PAR process, rather than the Non-MTG Over $1,000 PAR process.
  • Non-MTG Over $1,000 PARs will be used for requests for treatment costing over $1,000 for non-MTG body parts, which was previously done using the Attending Doctor's Request for Authorization and Carrier's Response (Form C-4AUTH).
  • Non-MTG Under or = $1,000 PARs (new) will be used for requests for treatment costing $1,000 or less for non-MTG body parts. This PAR type is optional for the health care provider but, if submitted by the provider, a response in OBLR from the payer is mandatory.

The Board will be hosting an OnBoard: Limited Release Phase Three training webinar for health care providers on April 20, 2022. This webinar will cover:

  • Accessing OnBoard
  • Submitting Treatment/Testing PARs
  • Medical Treatment Guidelines Updates

Web Browser Requirements

Ensure you meet the web browser requirements to use OnBoard: Limited Release.

OnBoard will run on Windows, Mac and Linux operating systems via a supported web browser. Supported browsers include the latest versions of Google Chrome, Mozilla Firefox, Microsoft Edge (Chromium) or Safari (see list below). OnBoard: Limited Release is not supported on mobile devices at this time.

Internet Explorer 11 will not be supported for OnBoard use.
